إيمانا من المشرع الجزائري بضرورة إعطاء العناية اللازمة والكافية لضرورة وجود أجهزة رقابية متخصصة ومزودة بفعالية أكبر يمتد نشاطها إلى كافة المجالات، متمتعة بالاستقلالية في ممارسة نشاطها الرقابي حماية للنظم القانونية التي تكفل احترام مبدئي المساواة والجدارة في الالتحاق في الوظائف العامة، إضافة إلى تنظيم كل ما يتعلق بالمسار المهني للموظف العمومي بداية من الالتحاق بالوظيفة العمومية إلى غاية الخروج منها، من خلال إيجاد هياكل مركزية وأخرى محلية، خاصة مع ازدياد حجم الجهاز الإداري نتيجة لاتساع نشاط الدولة وتنوعه.
فلقد قام المشرع الجزائري بإنشاء هذه الهيئات التي تشارك في حدود صلاحياتها في مهمة تسيير وتنظيم شؤون الوظيفة العمومية، هذه الهيئات على المستوى المركزي تتمثل في المديرية العامة للوظيفة العمومية والمجلس الأعلى للوظيفة العمومية، وهياكل لامركزية متمثلة في مفتشيات الوظيفة العمومية، هذه الأخيرة، إنشاؤها وطرق عملها، هي موضوع مداخلتنا في هذا الملتقى.
