الفسـاد هـو أحـد أعـراض العلـل العميقـة فـي المجتمـع، وأحـد مشـاكل الحوكمة التـي لـم تجـد حلا بعـد، والناجمـة عـن عـدم اكتمـال عمليـة بنـاء دولـة فعالـة وخاضعـة للمسـاءلة. يـدل الفسـاد علـى ضعـف مؤسسـات الحوكمة، وفشـل النخـب السياسـية فـي إدارة مـوارد الدولـة. الفسـاد يمثـل أيضـا تهديـدا لأمن الدولة، كما تؤثـر نقـاط الضعـف المؤسسـية نفسـها فتنتـج الفسـاد، ينطـوي الفسـاد علـى كلفـة اقتصاديـة عاليـة علـى الخزينـة العامـة، ويمثـل عائقـا هامـا للتنميـة الاقتصادي. نتنـاول في هـذه الورقة مفهوم الفساد المالي والإداري وصوره والرؤى الفكرية، الآثار السياسية والاقتصادية والاجتماعية للفساد المالي والإداري في الجزائر، استراتيجية مواجهة الفساد المالي والإداري للنهوض بالتنمية الاقتصادية في الجزائر دون ان ننسى توصيات نراها مهمة جدا.

Corruption is one of the symptoms of deep ills in society, and one of the still unresolved governance problems caused by the incomplete process of building an effective and accountable state. Corruption indicates weak governance institutions and the failure of political elites to manage state resources. Corruption also represents a threat to the security of the state, and institutional weaknesses also affect and produce corruption. Corruption entails a high economic cost to the public treasury, and represents an important obstacle to economic development. In this paper we address the concept of financial and administrative corruption and its forms and intellectual visions, the political, economic and social effects of financial and administrative corruption in Algeria, the strategy of confronting financial and administrative corruption to advance economic development in Algeria without forgetting the recommendations that we see as very important.
