كانت الشريعة الإسلامية تحكم العالم من أقصاه إلى أقصاه , عندما حلت القوانين الأجنبية محلها في زمن الخلافة العثمانية , وأصبح الكثير من دول العالم الإسلامي التي مر عليها قرون من الضعف السياسي والاقتصادي والعلمي يعتقدون أن العودة إلى أحكام الشريعة الإسلامية يعد ضربا من المستحيل , بسبب ما يثار من شبهات حول تطبيقها لاسيما في ميادين المعاملات التي تقوم على أساسها العلاقات بين الأفراد بعضهم بالبعض الأخر, أو بينهم وبين الدول أو بين هذه الدول والدول الأخرى غير الإسلامية .
وبهذا الشكل يحاول خصوم الإسلام تشويه صورة الإسلام بكل الوسائل والأساليب عند ما لا يعرف حقيقة الإسلام , مدعين ظلما وعدوانا بعدم قدرة الشريعة الإسلامية على التطور , وان تطبيقها لا يلبي مصالح الإنسان المتطورة , لان التطور أصبح ألان سريعا جدا خصوصا في عصر السرعة والتكنولوجيا والانترنت , بحيث لا يمكن للشريعة الإسلامية أن تسايره .
وتضمنت الدراسة أيضا الرد على هذه الادعاءات الباطلة وتفنيدها , ومحاولة رسم خارطة الطريق التي يجب أن يسلكه الداعون في سبيل العودة إلى الحكم بالشريعة الإسلامية , والحكم بما انزل الله تعالى على وفق قانون إسلامي موحد , لأن الإسلام حقيقة دين ودنيا , فكما اهتم بتنظيم علاقة الفرد بربه اهتم أيضا بعلاقة الفرد بالفرد وبعلاقته بمجتمعه وأمته , فكانت أحكام الشريعة الإسلامية شاملة للجوانب كلها صالحة لكل زمان ومكان ومنهاج للبشرية عامة ورحمة للعالمين , تفي بحاجات الزمن المتطورة وتواكب حضارات العصور فهي أحكام أصلية باقية خالدة لأنها ربانية ليست من صنع البشر الذي يحكمه القصور والغرائز والعواطف والتأثر بمؤثرات الزمان والمكان والثقافة.
