إذا كانت قضية التعليم بوجه عام ملحة فإن قضية التعليم الجامعي تحتل مكانة الصدارة وذلك لأن تطورات العصر تتصف بالعمق والسرعة.
إن التعليم الجامعي لا يعنى مجرد تجميع اكبر قدر من المعلومات ،وإنما يستلزم ذلك ابتداع أدوات للتعامل مع المعلومات، وإن البحث العلمي والدراسة الجامعية هما الأداة الفعلية للتقدم التقني وان نقل الجامعات من إطارها التقليدي إلى إطار جديد يتعامل مع الحاضر والمستقبل لكون الجامعة تعتبر الركيزة الأولى للحضارة في المجتمع بفضل ما تخرجه من كوادر علمية.
إن المكتبة من أهم مراكز التعليم ويجب إن تكون المكتبات الجامعية على نحو يعكس آخر ما وصلت إليه أساليب العلم الحديثة في الأعمال والأساليب والأدوات لتصبح مركزا لمصادر العلوم والمعلومات سواء بتوفير أفلام الفيديو والمطبوعات وشبكة الإنترنت مما يزيد فاعلية البحث العلمي ومواكبة التطور الحديث.
