مارست المنظمات الدولية أدواراً مختلفة في ثورات الربيع العربي وعلى كافة الصعد السياسية والاقتصادية والعسكرية والدبلوماسية والإنسانية والإنمائية. تأتي هذه الدراسة للتعرف إلى واقع المنظمات من خلال دورها في ثورات الربيع العربي، وذلك وفقاً لظهور الاتجاهات الجديدة المتعلقة بإتساع تدخل المنظمات الدولية والإقليمية في الشؤون الداخلية للدول تحت ذريعة حماية حقوق الإنسان. وتهدف الدراسة للتعرف إلى قرارات وبيانات المنظمات الدولية والإقليمية في ثورات الربيع العربي ومعرفة مضامينها. والتعرف إلى بعض إنجازات المنظمات الإنسانية في تقديم المساعدة للضحايا نتيجة التصادم بين ثورات الربيع العربي والحكومات. كما تهدف أيضا إلى التعرف على بعض إنجازات منظمات حقوق الإنسان في الحد من إنتهاكات حقوق الإنسان نتيجة ذلك التصادم، بالإضافة إلى مقارنة أدوار المنظمات في الثورات العربية ومحاولة استشراف الدور المحتمل لتلك المنظمات في الاحتجاجات الشعبية مستقبلا.
وإستخدمت الدراسة منهجية متكاملة لمعالجة هذا الموضوع للإلمام بمختلف جوانبه من خلال المواءمة ما بين المنهج الوصفي التاريخي والمنهج التحليلي القائم على تحليل المضمون. بحيث إنطلقت الدراسة من إفتراض وجود دور للمتغير المستقل المتمثل بـ (المنظمات الدولية والإقليمية والإنسانية) على المتغير التابع المتمثل بـ (ثورات الربيع العربي). وإن ذلك الدور قد ساهم إيجابياً في مساعدة تلك الثورات على تحقيق نجاحها سياسياً وعسكرياً وإنسانياً. ووثّقت الإطروحة دور المنظمات الدولية في ثورات الربيع العربي خلال فترة الدراسة.
كما قدمت مزيداً من الفهم لواقع المنظمات الدولية من خلال وصف دورها عن طريق سرد الأحداث التاريخية. وكشفت الدراسة عن نسب وارقام متعلقة بعدد القرارات والبيانات الصادرة عن المنظمات الدولية والاقليمية بحيث قدمت تلك النسب وصفاً كمياً لفاعلية المنظمات الدولية في ثورات الربيع العربي. وكشفت أيضاً عن نسب وارقام متعلقة في مضمون القرارات والبيانات الصادرة عن المنظمات الدولية والاقليمية بحيث قدمت تلك النسب وصفاً كمياً لطبيعة محتوى تلك الوثائق.
كما كشفت الدراسة أيضاً عن ارتفاع نسبة المضامين السياسية في القرارات والبيانات الصادرة عن المنظمات الدولية والاقليمية بسبب الطبيعة السياسية للأزمات الناتجة عن الربيع العربي، والتي تلفت الإنتباه إلى أهمية الأسباب السياسية المتمثلة بـ (غياب الحرية والعدالة والديمقراطية والتعبير ووجود القمع والظلم) في اندلاع ثورات الربيع العربي والعمل على معالجة تلك الأسباب. وتوصلت الدراسة أيضاً إلى توضيح أهمية جهود بناء السلام عن طريق تأسيس الحماية الإستباقية، وأثر غياب تلك الحماية بالتسبب في ثورات الربيع العربي. وذلك ممّا يوجب على هذه المنظمات والدول الانتباه إلى ذلك مستقبلاً للعمل على تعزيز بناء تلك الحماية الوقائية.

International organizations played various roles in the Arab spring revolutions in the political, military, diplomatic, humane and developmental fields. This study seeks to get acquainted with the situation of these organizations through casing their roles in the Arab spring due to the trends they follow to increase their intervention in countries’ domestic affairs under the pretext of protecting the human rights.
The study aims at knowing the resolutions and the statements of the international and regional organizations regarding the Arab Spring revolutions, and identifying the aids and reliefs the humanitarian organizations provided to the casualties resulted from confrontation between Arab Spring revolutions and governments. The study also seeks to get acquainted with the constructive role of the Human Rights organizations in minimizing violations to these rights in this confrontation, in addition to holding a comparison among the roles of these organizations in the Arab revolutions in order to foretell these organizations’ potential role in any future people protests.
The study used an integrated methodology to address this issue and to know all its aspects through harmonizing the historical descriptive methodology and the analytical one. The study started from assuming a role for the independent variable represented by the international, regional and humanitarian organizations in the pursuant or dependent variable represented by Arab spring revolutions. And, that role contributed positively in empowering these revolutions to succeed politically, militarily and humanely.
The dissertation has documented the international organizations’ role in the Arab spring revolutions during the study era. It has also offered a deep understanding to the status quo of these organizations through describing their roles in the events sequence. Moreover, the study unrevealed ratios and numbers concerning the resolutions and statements issued by the international and regional organizations in the Arab spring revolutions. These ratios and numbers provided a quantitative description of the effectiveness of these organizations in the revolutions. It revealed also ratios and numbers pertaining to the contents of these resolutions and statements and a quantitative description of these contents.
The study finally revealed that these resolutions and statements were replete with political contents because of the political nature of the crises originated from the Arab spring. These political contents attract attention to the importance of the political reasons such as: absence of freedom, justice, democracy, freedom of expression and the existence of suppression and tyranny in triggering the revolutions. The study showed also the importance of peace building efforts by means of finding proactive conflict prevention measures and the negative effect of ignoring these measures in causing the revolutions. This attracts the attention of the specialized organizations and nations of enhancing these proactive conflict prevention measures.
