إن المسألة الانتخابية وشروط الترشح في انتخابات البلديات الصلاحيات الكاملة، الذي نستهدف _الموضوع_ منه دراسة الحق الانتخابي للجزائريين والحق السياسي في ممارسة الحياة السياسية والحياة الانتخابية من خلال الاطلاع على شروط الترشح والعملية الاقتراعية، وكذلك المهام المنوطة لهم بعد الحصول على المقاعد ( المجلس البلدي، المجلس العام، المجلس المالي) في ظل الاحتلال الفرنسي. سنسلط الضوء على عمالة وهران المنطوية تحتها عديد كبير من البلديات الكاملة الصلاحيات في الفترة الممتدة بين 1868م، إلى غاية انتخابات 1947م، سعينا من خلال ذلك إلى الوقوف على واقع واتجاهات وسلوكيات الناخبين. متكئين على جملة من الكتابات التاريخية للمختصين، و كذا الصحفية منها التي غطت الحدث الانتخابي والتي منحتنا أسماء المترشحين وعدد المناصب التي فازوا بها وظروف الحملة الانتخابية، وكذلك الوثائق الأرشيفية والمقالات العلمية التي تناولت جزء من موضوع الانتخابات المحلية في الجزائر خلال الفترة الاستعمارية، ولقد ساعدت المصادر في توصيف سيرورة الحدث الانتخابي والوعي السياسي داخل البلديات الكاملة الصلاحيات.

This paper seeks to study the subject of the electoral process and its conditions in the municipalities of full powers, from which we target the electoral right of Algerians and the political right to practice political life and electoral life from access to the conditions of candidacy and the voting process, as well as the tasks assigned to them after obtaining seats (municipal council, general council, financial council) under French occupation, we will highlight the employment of Oran, under which many full-fledged municipalities from 1869 to the end of the elections In 1947, we sought to identify the realities, trends and behaviours of the voting class, relying on a number of press writings covering the electoral event that gave us the names of the candidates, the number of positions they won and the circumstances of the election campaign, as well as archival documents and scientific articles on part of the local elections in Algeria during the colonial period, and the sources helped to describe the course of the electoral event and political awareness within the full-fledged municipalities.
