تواجه منظمات القرن الحادي والعشرين موجة غير مسبوقة من التغيير في جميع الميادين، وسط بيئة أعمال تتميز بالتدفق السريع والاضطراب والتقلب المفاجئ، وهي أمام كل هذا لا تملك خيار سوى التكيف مع هذه البيئة الشديدة التغيير أو مواجهة خطر الزوال والانقراض. وهي ملزمة ليس فقط بالبقاء على قيد الحياة، بل تحقيق التميز لضمان البقاء والاستمرار، وفي مقابل سعي الأفراد لاكتساب المهارات الجديدة المطلوبة للعمل في اقتصاد المعلومات الجديد تسعى الجامعات إلى إعادة تحديد دورها في القرن الحادي والعشرين باعتمادها على تطبيق مبادئ التعلم التنظيمي الذي يفضي إلى تحويل الجامعات إلى منظمات متعلمة في عصر يعتمد في أساسه على التعلم عبر جميع المستويات، وهو ما نسعى لاقتراحه كنموذج يمكن تطبيقه في أقسام ومعهد علم المكتبات والتوثيق بجامعة الجزائر2، قسنطينة2 و وهران1
