الملخص العربي
فإن الزكاة موروث سماوي وحضاري أكدت عليها جميع الشرائع السماوية ، كما أنها جوهر عَقَائدي وأداة للتمكين وركيزة أساسية لتحقيق التوازن الاجتماعي والاقتصادي على حد سواء . وجاء البحث ضمن أعمال المحور الثاني: (الاجتماعي – الفقرة: سابعا) من مؤتمر الزكاة ،ليهتم بمقصودٍ عظيمٍ من مقاصد الشريعة وهو حفظ النفس وتربيتها ، وهذا الحق يستلزم: حق العيش الكريم ، وحق حفظ الصحة ، وحق التعليم ، وحق البيئة النظيفة السليمة ، ويُعد هذا القصد مشترَكاً إنسانياً عاماً لا يختلف أحد على أهميته والعمل والبحث من أجله ، فإن من الملاحظ انتشار الهجرة واللجوء والنزوح في هذا العصر بسبب الحروب والأزمات، والكوارث الطبيعية، والإرهاب وآثاره السيئة ، ولعل من أبرز نتائج ذلك : النزوح ، والتهجير، وكثرة الأمراض وانتشارها ، والضياع والفقر، والحرمان ، والجهل ، وابتعاد النازحين عن بيئتهم ، وكلما ازدادوا بعدا عن ديارهم ازدادت معاناتهم ، وازدادت الأمراض انتشاراً فيهم ، ولدوام نعمة الصحة والعافية حث النبي - صلى الله عليه وسلم - على دوام سؤال العبد ربَّهُ العافية، وما ذاك إلا لعظمها وكبير نفعها وشأنها . والهدي النبوي يؤكد على حفظ الصحة ، إذ يقول صلى الله عليه وسلم : " لَمْ تُؤْتَوا شَيْئَاً بَعْدَ كَلِمَةِ الإِخْلاَصِ مِثْلَ العَافِيَةِ، فَاسْأَلُوا اللهَ العَافِيَةِ" ، وقال وهب بن مُنَبِّه رحمه الله: "مكتوب في حكمة آل داود: العافية: المُلك الخفي" . فإن ما وقع للنازحين في العراق بسبب الأعمال العسكرية ،والإرهاب ،وانعدام الأمن غير حالهم ، لأن عجلة الحياة تدور خلاف ما يشتهون. ولقد اختصرنا أفكار العلماء وعباراتهم في هذا البحث قدر الإمكان ، حرصاً منا على عدم الإطالة

Zakat is a heavenly and cultural heritage that is confirmed by all divine laws. It is also the core of ideology, a tool for empowerment, and a fundamental pillar for achieving both social and economic balance. The research came within the work of the second axis: (Social - Paragraph: Seventh) of the Zakat Conference, to be concerned with a great purpose of the purposes of Sharia, which is self-preservation and education, and this right entails: the right to a decent life, the right to maintain health, the right to education, and the right to a clean and healthy environment. This is a common, general human intention, and no one disagrees on its importance and work and research for it. It is noticeable that migration, asylum and displacement are widespread in this era because of wars and crises, natural disasters, terrorism and its bad effects. Lost, poverty, deprivation, ignorance, and the distance of the displaced from their environment, and the farther they are from their homes, the more their suffering increases, and the more diseases spread among them. alone. And the Prophet’s guidance confirms the preservation of health, as he, may God’s prayers and peace be upon him, says: “You have not been given anything after the word of sincerity like wellness, so ask God for wellness.” [1] . What happened to the displaced in Iraq due to military actions, terrorism, and insecurity changed their condition, because the wheel of life turns contrary to what they desire. We have shortened the ideas and expressions of scholars in this research as much as possible, in order not to prolong it
