لقد أصبحت تكنولوجيا الاتصالات، مثل الانتشار الكبير للشبكة الدولية للمعلومات - الإنترنت – والتوسع الهائل في استخدام الهواتف الذكية النقالة والأجهزة العاملة بالاتصال اللاسلكي بالإنترنت، جزءاً من الحياة اليومية. وبإدخال تحسينات جذرية على إمكانية الوصول إلى المعلومات والاتصال الفوري، عززت الابتكارات في مجال تكنولوجيا الاتصالات حرية التعبير ويسرت النقاش العالمي ووطدت المشاركة الديمقراطية، وبالتالي كان هناك ارتباط كبير ما بين تامين سبل الانتفاع من تكنلوجيا المعلومات وضمان الانتفاع الأمن والمستمر بها والإفادة منها كوسيلة لضمان حقوق الإنسان وضمان التمتع بها، مما زاد من أهمية هذه الأليات الأساسية في مجال توفير البيئة الأمنة والمثالية للتمتع بحقوق الإنسان وبشكل خاص حقوق الإنسان الرقمية .
