إن تحرير هذا المقال المبسط عن مسطرة التشريع بالمغرب، يعود إلى بعض المحاضرات التي ألقاها الأستاذ عبد الرحيم خالص في مادة القضاء الدستوري والرقابة على التشريع بماستر الصياغة القانونية وتقنيات التشريع بالمغرب بكلية العلوم القانونية والاقتصادية والاجتماعية بأيت ملول (جامعة ابن زهر بأكادير). ولذلك، عمدت إلى محاولة تلخيصها وتقديمها للقارء والباحث المهتم، بهدف بسط بعض خطواتها وإجراءاتها الرئيسية كما تتم لدى مجلس النواب؛ مع العلم بأن نفس المسطرة والخطوات تتم على مستوى مجلس المستشارين بالبرلمان المغربي (لكن مع اختلافات جوهرية يمكن الإشارة إليها في مقال مقبل عما قريب).

The editing of this simplified article on legislation in Morocco goes back to some of the lecture delivered by Professor Abderrahim KHALISSE in the subject of constitutional judiciary and oversight of legislation in the Master of Legal Drafting and Legislative Techniques in Morocco at the Faculty of Legal, Economic and Social Sciences in Ait Melloul (Ibn Zohr University in Agadir). Therefore, I attempted to summarize it and present it to the interested reader and researcher, with the aim of laying out some of its main steps and procedures as they are done by the House of Representatives. Knowing that the same procedure and steps are taken at the level of the Council of Advisors in the Moroccan parliament (although with fundamental differences that can be referred to in a future article soon).
