إن التضامن بين المجموعات الإنسانية يعبر عنه اليوم بإشكال أكثر تنوعاً من ذي قبل. فهناك اتجاه يتجاوز إطار دولة في البحث عن أكثر أو اقل من ذلك، كما أن عولمة الاقتصاد ووسائل الاتصال وتزايد الترابط السياسي والثقافي بين الدول أدى إلى عمل متصاعد للمنظمات الدولية العالمية أو الإقليمية المتخصصة أكثر فأكثر، سواء على الصعيد الأوربي أو اندماج الدول في منظمة دولية أكثر قوة وفي إطار عالمي، حيث بدأ المجتمع الدولي يتشكل، ويلاحظ بان العلاقات الدولية فقدت طابعها الضيق بين الدول. وفي الواقع فان سلطة التصرف والعمل لبعض الهيئات في المنظمات الدولية تتجه غالباً في ميادين أكثر تنوعاً من ذي قبل.
وقد قطعت حركة التنظيم الدولي مسارات طويلة وأشواط متقدمة في مجال تطوير هيكل العمل الذي تعتنقه أدوات هذا التنظيم والمتمثل بالمنظمات الدولية، وأصبحت هذه المنظمات تتعامل مع مجمل التطورات في الواقع الدولي وتسعى من اجل تحقيق التكيف مع المستجدات الحقيقية في إطار القانون الدولي المعاصر، وهكذا بدأت عدد من الدول تفكر بشكل جاد في إقامة أنماط جديدة للتعاون الدولي تصب في شكل عمل منظم يتناول مجال أو أكثر من مجالات التعاون الدولي، وأصبحت هذه الدول تؤمن بفكرة إعطاء المنظمة الدولية التي تقوم بإنشائها حيزاً اكبر من حرية العمل وإطاراً أوسع من الصلاحيات بما يجعلها قادرة على أداء مهامها على أتم وجه، ومن خلال هذه التصورات ولدت في رحم المجتمع الدولي كيانات دولية تحمل معالم خاصة بها تميزها عن سائر الكيانات الدولية الأخرى، هذه الكيانات هي في طبيعتها تعد منظمات دولية إلا انه هناك من العناصر الإضافية ما يجعلها تتميز عن المنظمات الدولية خاصة في مجال الصلاحيات المناطة إليها ومجال نظام التمثيل فيها وطبيعة عملها، هذه الكيانات اصطلح جانب من الفقه الدولي على تسميتها بالمنظمات الدولية الاندماجية.

Solidarity between human groups is expressed today in more diverse forms than ever before. There is a trend that goes beyond the framework of a state in searching for more or less than that, just as the globalization of the economy, means of communication, and the increasing political and cultural interdependence between states has led to the increasing work of more and more specialized global or regional international organizations, whether at the European level or the integration of states into a more international organization. Strength and within a global framework, where the international community began to take shape, and it is noted that international relations have lost their narrow nature between countries. In fact, the authority to act and work for some bodies in international organizations tends to be more diversified than before.
The international organization movement has taken long paths and advanced strides in the field of developing the work structure that the tools of this organization embrace, which are represented by international organizations. Some of the countries are seriously considering establishing new patterns of international cooperation in the form of organized work dealing with one or more areas of international cooperation.
And these countries have come to believe in the idea of giving the international organization that they are establishing a greater scope of freedom of action and a broader framework of powers to make it able to perform its tasks in the fullest way, and through these perceptions, international entities were born in the womb of the international community that bear their own features that distinguish them from other international entities. On the other hand, these entities are international organizations by their nature, but there are additional elements that make them distinguished from international organizations, especially in the field of powers entrusted to them, the field of representation system in them, and the nature of their work.
