تواجه البيئة التعليمية في المرحلة المدرسية عدة مشاكل وتحديات من بينها عملية وصول الطلاب من والي مدارسهم، ولابد من وجود بيئة ملائمة توفر للطلاب محفزات لزيادة الدافعية التعليمية. ولعل النقل المدرسي من العوامل التي تزيد من هذه الدافعية، نظرا لما يوفره من راحة فكرية وجسدية تجعلهم أكثر تفاعلا في العملية التعليمية. يهدف هذا البحث للتعرف على إمكانية تطبيق التخطيط الاستراتيجي في مجال نقل الطلاب في محلية عطبرة وتحقيق الجودة الشاملة في أداء هذه الخدمة. حيث قام الباحث باستطلاع آراء إدارات المدارس وأولياء أمور الطلاب لمعرفة إمكانية تقبلهم لهذه الفكرة ومدي المامهم ومعرفتهم بأساليب التخطيط الاستراتيجي وأساليب الإدارة الحديثة ومفهومهم حول انشاء نظام اداري متخصص في النقل المدرسي. وقد استخدم الباحث المنهج الوصفي التحليلي الذي يقوم بوصف الظواهر والاحداث موضوع الدراسة، لمعرفة العوامل المؤثرة في بروز المشكلة ومحاولة الربط بين الأسباب والمسببات بجمع البيانات من مصادرها الأولية، وبالتالي الوصول إلى النتائج النهائية واقتراح التوصيات لتحقيق جودة النقل المدرسي موضوع الدراسة مع الاستعانة بالمنهج التاريخي. واستخدم الباحث أسلوب التحليل الاحصائي وبالتحديد برنامج (SPSS) لتحليل أسئلة استمارة المقابلات واختبار الفروض، وقد توصل الباحث الي مجموعة من النتائج أهمها عدم وجود كيان أو هيئة أو مؤسسة تهتم وتعتنى وتتخصص فقط في مجال نقل وترحيل الطلاب من والي مدارسهم. وفي النهاية خلص الي عدة توصيات من أهمها التعريف بنظام النقل المدرسي الجديد وتوضيح أهميته والفوائد المرجوة منه لكل جهة علي حسب اختصاصها وميولها. واصدار قوانين وتشريعات تتوافق وتتناسب مع الاستراتيجية المقترحة لإنشاء نظام اداري للنقل المدرسي ينظم ويشرف ويراقب عملية ترحيل ونقل الطلاب وإنشاء شركات للنقل المدرسي يتم الترويج لها إعلاميا ومساندتها ودعمها من قبل الدولة.

The educational environment at the school stage faces several problems and challenges, including the process of students arriving to and from their schools. There must be an appropriate environment that provides students with incentives to increase educational motivation. Perhaps school transportation is one of the factors that increases this motivation, given the intellectual and physical comfort it provides that makes them more interactive in the educational process. This research aims to identify the possibility of applying strategic planning in the field of student transportation in Atbara locality and achieving comprehensive quality in the performance of this service. The researcher surveyed the opinions of school administrations and parents of students to find out their possibility of accepting this idea, the extent of their familiarity and knowledge of strategic planning methods, modern management methods, and their concept of establishing an administrative system specialized in school transportation. The researcher used the descriptive analytical method, which describes the phenomena and events that are the subject of the study, to find out the factors influencing the emergence of the problem and try to link the causes by collecting data from its primary sources, and thus arriving at the final results and proposing recommendations to achieve the quality of school transportation that is the subject of the study, using the historical approach. The researcher used the statistical analysis method, specifically the SPSS program, to analyze the interview questionnaire questions and test the hypotheses. The researcher reached a set of results, the most important of which is the absence of an entity, body, or institution that cares, cares, and specializes only in the field of transporting and deporting students to and from their schools. In the end, he concluded with several recommendations, the most important of which was introducing the new school transportation system and clarifying its importance and the benefits expected from it for each party according to its specialization and inclinations. Issuing laws and legislation that are compatible and consistent with the proposed strategy to establish an administrative system for school transportation that organizes, supervises and monitors the process of deporting and transporting students and establishing school transportation companies that are promoted in the media and supported and supported by the state.
