الفاشمة التي تعاني غياب شبو كامل لممؤسسات وغياب السيادة، وتعاني أزمات سياسية متعددة كأزمة الشرعية،
وأزمة المشاركة، وأزمة اليوية، وأزمة بناء الدولة، وأزمة التوزيع والتغمغل، وأزمة التنظيم السياسي والدستوري،
فجممة ىذه الازمات تفسر مظاىر الانح ا رف في تطبيق أسس الحكم الرشيد في ليبيا، وتعد معوقا رئيسيا لبناء
نظام سياسي قائم عمى أسس ديمق ا رطية.
