تعرضت المنظومة الإعلامية في العراق الى تغييرات جوهرية بعد تغيير النظام السياسي عام 2003، ويعود ذلك الى تغير شكل النظام السياسي ونظرته الى العمل الصحفي وحرية الصحافة. وأضافت ثورات الربيع العربي التي بدأت عام 2011 تغييرات أخرى متمثلة في ضعف ملموس في قدرة الدولة على فرض الامن والنظام أثر ظهور (تنظيم الدولة الإسلامية) المعروف بـ (داعش) واحتلال محافظة الموصل وصلاح الدين والانبار وديالى وكركوك ومدن اخرى في سوريا متمثلة في الرقة والحسكة ودير الزور، وظهور قوى ضاغطة جديدة تتمثل بالجماعات المسلحة التي اخذت تنازع الدولة في سلطانها وتفرض ضغوطاً كبيرة على العمل الصحفي. فضلاً عن تحول الإعلامي في العراق الى سياسي وبالعكس بعد عام 2011 دون ان يكون للإعلامي إلمام بقواعد العمل السياسي، أو يكون للسياسي دراية كافية بقواعد المهنة الصحفية في بيئة إعلامية وسياسية غير مستقرة من ناحية العوامل المؤثرة في القائمين بالاتصال، ولم تستطع هذه المنظومة حتى الوقت الحاضر ان تشق طريقاً واضحاً يمنحها هوية مهنية.
قسم الباحث هذه الدراسة الى ثلاثة مباحث تناول الاول الإطار المنهجي
فيما اشتمل المبحث الثاني على بيئة العمل الصحفي والاعلامي في العراق من خلال التطرق الى المنظومة الصحفية-الإعلامية في العراق وعلاقتها بالنظام السياسي والبيئة التنظيمية والقانونية للعمل الصحفي، كذلك مصادر وآليات تمويل المؤسسات الاعلامية في العراق وعوامل تشكيل بيئة العمل الصحفي، والتي تضمنت عوامل اجتماعية وسياسية واقتصادية ومهنية. فيما تناول المبحث الثالث الدراسة الميدانية للضغوط التي يتعرض لها القائمين بالاتصال في العراق منذ اضطرابات الربيع العربي عام 2011 حتى عام 2023 بالتطبيق على عينة من الاعضاء الممارسين في نقابة الصحفيين العراقيين.

The media system in Iraq underwent fundamental changes after the change of the political regime in 2003, and this is due to the change in the form of the political system and its view of journalistic work and freedom of the press. The Arab Spring revolutions that began in 2011 added other changes, represented by a tangible weakness in the state’s ability to impose security and order following the emergence of the Islamic State, known as ISIS, and the occupation of Mosul, Salah al-Din, Anbar, Diyala, Kirkuk, and other cities in Syria, represented by Raqqa, Al-Hasakah, and Deir. Perjury, and the emergence of new pressure forces represented by armed groups that have begun to contest the state’s authority and impose great pressure on journalistic work. In addition to the transformation of the journalist in Iraq into a politician and vice versa after 2011, without the journalist having knowledge of the rules of political work, or the politician having sufficient knowledge of the rules of the journalistic profession in an unstable media and political environment in terms of the factors influencing those in charge of communication, and this system has not been able to do so until the present time. While the third section dealt with the field study of the pressures faced by communicators in Iraq since the Arab Spring unrest in 2011 until 2023, by applying it to a sample of practicing members of the Iraqi Journalists Syndicate.
