تمثل ثورة تكنلوجيا المعلومات وما يرتبط بها من تطور علمي هائل في مجالات استخدام التقدم العلمي واحد افرازاته بروز مصطلح الذكاء الاصطناعي، هذه المعطيات تمثل احد ابرز المشكلات التي باتت تواجه المجتمع الدولي باسره واخذت الكثير من الدول تبدي العديد من المخاوف والشكوك حول امكانية ايجاد تنظيم دولي مشترك يحكم كل مجالات الحياة الدولية المتصلة بتكنلوجيا المعلومات، واخذت هذه التحديات تمتد لتشمل مختلف فروع القانون الدولي العام وبشكل خاص ما يرتبط بقانون حقوق الانسان، حيث اخذ هذا القانون يتعامل مع علاقات مختلفة من حيث الاثر والتأثير المتبادل مع منظومات الحقوق والحريات في مواجهة الذكاء الاصطناعي.

The information technology revolution and its associated tremendous scientific development in the fields of using scientific progress, and one of its outcomes is the emergence of the term artificial intelligence. These data represent one of the most prominent problems facing the entire international community, and many countries have begun to express many fears and doubts about the possibility of finding a joint international organization. It governs all areas of international life related to information technology, and these challenges have begun to extend to include various branches of public international law, especially what is related to human rights law, as this law has begun to deal with different relationships in terms of impact and mutual influence with systems of rights and freedoms in the face of artificial intelligence.
