تقوم هذه الدراسة على عرض ثلاثة مباحث أساسية، و لكل مبحث منها مطالبه؛ بمنهجية التأصيل لموضوع الدراسة؛ مع الأخذ بالاعتبار التحليل الخاص بوضعية البعثات الدائمة بـصفة ملاحظ "مراقب"، والتي ترتكز على مبادئ وأُسس تجعل من العلاقات الدبلوماسية أسلوباً ومنهجاً ومهنةً ذات وظائف متعددة؛ تُمارسها البعثات الدبلوماسية المعتمدة لدى المنظمات الدولية، ونجد أن منظمة الأمم المتحدة من بينها، ونظراً لِما تكتسبه هذه المنظمة من فعالية ودور في المجتمع الدولي، ونظراً لمكانتها عن باقي المنظمات الدولية الأخرى، كان على الدول أن تدخل معها في عدة علاقات تقتضيها ضرورات اجتماعية وسياسية واقتصادية، عن طريق إرسال بعثات دبلوماسية بصفة ملاحظ "مراقب"، لهذا نجد أن القانون الدولي قد أقر نظام قانوني لهذا النوع من البعثات المعتمدة لدى الأمم المتحدة، والتي يحكمها العديد من القواعد، والتي من شأنها أن تتعلق بتعيين أعضائها، والاعتماد، وتشكيل البعثة، والتمثيل المتعدد أو المزدوج، ومهام البعثة، وكذلك المركز القانوني لحركات التحرير الوطني كـ ملاحظ معتمد لدى الأمم المتحدة؛ الأمر الذي دفعنا لمناقشة هذه النُظم القانونية، والتي سيتم إيضاحها من خلال: التطرق لقواعد إنشاء بعثة الملاحظة الدائمة وتعيين أعضائها، ومهام بعثة الملاحظة الدائمة، والمركز القانوني لحركات التحرير الوطني.

This study presents three basic topics, and for each of the two topics has its own approaches; The rooting methodology for the subject of the study; Taking into consideration the analysis of the status of the situation of the permanent diplomatic representation at the international organizations, Based on principles and foundations that make diplomatic relations a method, approach and profession with multiple functions; Exercised by diplomatic missions accredited at the international organizations, The United Nations, among them the most important and prominent, It reflects the true face of multilateral diplomatic activity, Given its effectiveness and role in the international community, Due to its position its distinctiveness from other international organizations, States had to enter into several relations with them, necessitated by social, political and economic imperatives, This should be done through the dispatch of diplomatic missions as Permanent Control Missions, Therefore, we find that international law has established a legal regime for these Permanent Control Missions accredited at the United Nations, Which is governed by many rules, Which would relate to the appointment of its members, the accreditation, the composition of the mission, the multiple or double representation, the tasks of the mission, as well as the legal status of national liberation movements as a United Nations accredited observer; The issue which prompted us to discuss these legal systems, Which will be clarified through the following topics which are listed as: The rules for the Systematization of the permanent Control missions and appointing its members, the tasks of the permanent Control missions, and the legal status of the national liberation movements as an accredited Controller in the United Nations
