وجدت الأمم المتحدة وعبر مسيرتها في العمل ومنذ تأسيسها أنها أمام تحديات دولية كبيرة وان مهمتها الأساسية لا تقف عند حدود تحقيق متطلبات حفظ الأمن والسلم الدوليين وانها لا تستطيع أن تعمل فقط في مجال تنفيذ البرامج السياسية أو الاقتصادية بمعزل عن غيرها من الملفات، وكانت هناك أمام هذه المنظمة مجموعة كبيرة من القضايا ذات الشأن العالمي وهي ملفات معقدة ومتداخلة وبعضها قد تكون من الملفات التي لم يسبق لها أو لغيرها من المنظمات أن عملت فيها، وكان بإمكان الأمم المتحدة أن تبعد نفسها عن تلك القضايا وتلك الملفات وان تكتفي بالعمل في اطار الأهداف الرئيسية التي أوردها ميثاقها، لكن منظمة الأمم المتحدة أنشأت بفلسفة عالمية وببعد كوني وبمنطلقات تخطت حدود ما هو معتاد عليه في منظومات العمل الدولي، وهي ليست كغيرها من المنظمات التي تعمل على أساس المذهب الإرادي وتترك للدول الخيار للعمل معها من عدمه، بل هي منظمة اعتمدت مناهج حقيقية فيما يسمى بسمو الميثاق باعتباره القانون التأسيسي للمنظمة، والزمت الدول بالاعتراف بهذا السمو وأهدرت أي التزامات سابقة ناشئة عن صدور هذا الميثاق.
من هنا كانت ملفات الجوع والفقر والمجتمعات المهمشة والصحة والغذاء والتربية والتعليم وحقوق الإنسان، ملفات معقدة للغاية والتحدي الأكبر فيها هو كيف سيتم الاعتراف لهذه المنظمة للعمل في هذه الملفات؟ وكيف ستدير تلك الملفات وتنفذ برامجها فوق أقاليم الدول الأعضاء فيها في خروج واضح عن فكرة السيادة الوطنية؟ وفي تحدي حقيقي لما آلفته الدول من تسليم مطلق بسيادتها على أراضيها، فكانت الأمم المتحدة اكثر ذكاءً واكثر قدرة على تخطي هذا الموضوع، تم ذلك من خلال إنشاء البرامج العالمية التي اطلقتها الأمم المتحدة والموجهة لمعالجة القضايا ذات الشأن العالمي، فكانت تلك البرامج خطوة غير مسبوقة في واقع التنظيم الدولي المعاصر، وكانت بمثابة اطلاق يد الأمم المتحدة في مساحات أوسع في الواقع الدولي، معتبرة تلك البرامج أدوات نافذة وآليات سريعة ومجالات مباشرة لممارسة المهام الملقاة على عاتقها وتنفيذ ما تريد الأمم المتحدة تحقيقيه وفق استراتيجيات دولية واضحة ومحددة وحقيقية، من هنا بدأت المنظمة الدولية ترسم لمراحل جديدة لتطورها وتخطو الخطوات المناسبة والفعلية للتغلب على الجمود الذي قد أصاب عملها في ملفات ذات طابع سياسي لتعوض ذلك الجهد بأعمال ومهام ذات طابع إنساني وإغاثي، ومن هذا المنطلق انبثق برنامج الأمم المتحدة للغذاء العالمي.
