هدفت هذه الدراسة إلى معرفة بعض السمات المتعلقة بأعضاء المجالس
البلدية المنتخبين في محافظة جنين، مثل توزيعهم بحسب كل من متغير الجنس، والفئة
العمرية، والحالة الاجتماعية، والمؤهل العلمي، ومعدل الدخل الشهري، كما هدفت إلى
معرفة الطريقة التي مكنت أعضاء هذه المجالس من الفوز بعضويتها، ودرجة شعورهم
بالرضا عن أداء هذه المجالس، وصولا إلى استكشاف توجهاتهم نحو ترشيح أنفسهم
للانتخابات البلدية القادمة.
ولتحقيق ذلك اعتمدت الدراسة على المنهج الوصفي، واستخدمت استبانة لجمع البيانات
( تكونت من ( 10 ) أسئلة، وزعت على عينة من أعضاء المجالس بلغ حجمها ( 101
عضوا؛ أي ما نسبته ( 66 %) من مجتمع الدراسة.
وقد كان من أبرز نتائج هذه الدراسة أن غالبية أعضاء هذه المجالس هم من
الذكور، ومن الفئات العمرية المتوسطة والمتقدمة بالعمر، وكذلك من المتزوجين وأرباب
الأسر، ومن حملة الشهادات الجامعية، ومن ذوي الدخل الشهري المتوسط، كما تبين أن
النسبة الكبرى من أعضاء هذه المجالس قد فازوا بعضويتها من خلال الدعم الحزبي
والعشائري، كما أظهرت الدراسة أن ما نسبته ( 85.1 ) من أعضاء المجالس قد عبروا عن
درجة رضا متوسطة فأعلى عن أداء المجلس، وأن ما نسبته ( 53.5 ) من هؤلاء الأعضاء لا
يرغبون بترشيح أنفسهم للانتخابات البلدية في الدورة القادمة.
وقد أوصت الدراسة بأن تعمل الهيئات المحلية، والمراكز الشبابية المتنوعة على تفعيل
دور الجيل الشاب ، وتقديم المتميزين منهم ، ليكون لهم دور واضح ومميز في قيادة
المجالس والهيئات المحلية

This study is aimed at identifying some qualities of the elected
members of Jenin province's municipal council, such as classifying them
according to some specific variables including gender, age group, marital
status, education and monthly income. It is also aimed at finding out how
they were elected and how well they were satisfied with the council's
performance to eventually determine their position towards nominating
themselves for the next elections. The descriptive approach was used in this
study to achieve the above objective. For the purpose of this study, the
researchers designed a questioner containing (10) questions. A sample of
(101) council members were asked to answer the questions. The sample
represented (66%) of the total researched population. The study findings were
that the majority of the samples were: male, either old or middle aged married,
educated, and medium income. It is also showed the highest percentage of the
members had won the elections due to tribal and partisan support. And it
showed that (85.1%) council members were satisfied with a degree of medium
and high of council's performances, and (53.5%) declined to nominate
themselves for the next election. The study recommended that the local
council and youth centers should work on activating the role of the youth
generation, to present the talented and creator members to have a clear and
distinctive role in leadership of local councils.
