سعى الباحث في الخطوة الأولى لبحثه نحو الوقوف على مفهوم استراتيجية التمكين وبيان أهميته واهدافه وما عناصر استراتيجية التمكين فضلاً عن تطبيقاتها ومستلزماتها، وبعد أن استعرض آراء الكتاب والباحثين بخصوص التفاصيل المشار إليها، قدم وكخطوة ثانية مفهومه الإجرائي لاستراتيجية التمكين.
أما الخطوة الثالثة فكانت نحو الوقوف على مفهوم نظم معلومات الاعمال وانواعها، وذلك في ضوء آراء الكتاب والباحثين أيضا. وانتهت بتقديمه لمفهومه الاجرائي لنظم معلومات الاعمال، فضلاً عن نماذج نجاح نظم معلومات الاعمال ومقاييسه المعتمدة.
وأما الخطوة الرابعة فكانت نحو الوقوف على حقيقة الدور الذي يمكن أن تلعبه استراتيجية التمكين في نجاح نظم معلومات الاعمال، وقد اختار الباحث لهذا الغرض عدداً من المنظمات في مدينة الموصل كمجتمع لبحثه، وقام بتحصيل مايستلزم من البيانات من عينة من المديرين في هذا المجتمع بواسطة استمارة استبانة خاصة أعدّها لأغراض بحثه.
وبعد أن تمت معالجة هذه البيانات إحصائياً في إطار علاقتي الارتباط والأثر، توصل الباحث إلى إثبات معنوية وايجابية هاتين العلاقتين، واللتين قدم في ضوئهما جملة من المقترحات لعل من أهمها مقترحه القاضي بضرورة إجراء البحث من جديد في منظمات أخرى للفت انتباه الإدارات فيها لأهمية استراتيجية التمكين بوصفها يمكن أن تسهم في نجاح نظم معلومات الاعمال في منظماتهم.

The researcher seek in their first step of their paper to find on concept of the empowerment strategy and its importance and objectives and strategic elements of empowerment as well as its applications and requirements. After exhibiting the views of the writers and the researchers concerning the details that are mentioned above.
As a second step, they present their proceeding concept for empowerment Strategy.
The third step seeks to show the concept of information systems and business types, and in the light of the views of writers and researchers as well, And ended committed to the concept of procedural business information systems, as well as models of success of business and information systems-based measurements.
The fourth step centers round the fact of the role that the empowerment Strategy can play empowerment strategy enabling the success of information systems business. They choose for this purpose a group of organization Mosul as a sample-group (community) for their our research. They gain also what is required from the data and from those mangers is this community throughout a special questionnaire prepared by themselves.
After processing these statistic numbers throughout the relation between two groups the connection and the influence. They reach to what proves the integrity of those two groups. They present also a group of proposals; the most important one in the necessity of renewal of doing this research (researching) in some other organizations to draw the attention of others managements fow the importance of this concept in as can contribute to the success of information systems in business organizations.
