مع تزايد الاهتمام بدراسة دور المؤسسة التشريعية في الجزائر - وفي إطار الحيوية (العلمية والعملية) التي تكتسبها هذه المؤسسة في النظم الديمقراطية من خلال الأدوار التي تؤديها خاصة في المجال السياسي، وفي ظل التحول الديمقراطي الذي عرفته الجزائر وما رافق ذلك من تغييرات جذرية في أسلوب الممارسة السياسية وآلياتها بعد إقرار التعددية والتوجه نحو المزيد من الممارسة الديمقراطية - أصبح ينظر إلى البرلمان كفاعل أساسي في تحقيق التنمية السياسية، إلا أنه يواجه عقبات عديدة تحد من دوره.

Parliament has been considered as a major player in achieving political development,
particularly with the growing interest in studying the role of legislative institution in Algeria.
Such interest has come in response to the theoretical as well as empirical interest in
legislative institution within democracies. In the case of Algeria, democratic transition
accompanied by radical changes in political practice patterns that took place after the
adoption of political pluralism and the growing trends towards more democratic practices
have provided more impetus to this interest. However, parliament’s role still undergoes many
multiple difficulties which make it more or less functionally limited.
