المستخلص:
تعد مشكلة البطالة واحدة من اهم واخطر المشاكل الاقتصادية والاجتماعية التي تواجه اقتصادات ومجتمعات الدول المتقدمة والنامية على حد سواء وتختلف حدتها من دولة لأخرى ومن مجتمع لآخر، لذا تناولها المعنيون بالدراسة والتحليل. وقد تعر ض الاقتصاد العراقي الى بطالة مزمنة نتيجة للظروف التي مر بها والمتمثلة بحرب الخليج الاولى والحصار الاقتصادي، فضلاً عن الاحتلال الاجنبي عام 2003، وقد دفع مشكلة البطالة فيه لتتصدر سلم اولويات المشاكل التي يعاني منها العراق، وعليه فأن معالجة مشكلة البطالة اصبحت من القضايا الملحة والحاسمة التي لا تقبل التأجيل والتأخير حيث اصبحت بالفعل خطراً مباشراً يهدد الاستقرار الاقتصادي والاجتماعي.
والبطالة يجب ان تحظى باهتمام الدولة ولابد من وضع حلول عاجلة لمعالجتها في ظل استراتيجية يكون محورها الحكومة متمثلة بزيادة الانفاق الاستثماري الذي يحتل مكانة بارزة في النشاط الاقتصادي لأنه مركز النشاط ولا توجد امكانية لفهم او قيام اي نشاط اقتصادي ولأي قطاع من القطاعات الانتاجية
او الخدمية دون تحقق الانفاق الاستثماري. وان الاقتصاد الوطني لأي بلد يتحدد اتجاهه وتطوره بمقدار او حجم الانفاق الاستثماري واتجاهاته، لذلك فأن زيادة الانفاق الاستثماري سوف يؤدي الى زيادة مستوى التشغيل وتقلص معدلات البطالة.
لذا تأتي هذه الدراسة لتسليط الضوء على مشكلة البطالة وامكانية معالجتها من خلال زيادة الانفاق الاستثماري.

Abstract:
The problem of unemployment is one of the most important and the most serious economic and social problems facing the economies and societies of developed and developing countries alike and severity vary from one country to another and from one community to another, so addressed concerned with the study and analysis. The exposure of the Iraqi economy to unemployment is chronic due to the conditions experienced by the and of Gulf War I and the economic blockade, as well as the foreign occupation in 2003, has pushed the unemployment problem in which the top priorities of the problems that has plagued Iraq, and therefore the treatment of the problem of unemployment has become one of the pressing issues and critical which are beyond the delay and the delay which has already become a direct threat to economic and social stability,
And unemployment should be of interest to the state and must be put urgent solutions to address them in a strategy-centered government, represented an increase of investment spending, which occupies a prominent place in economic activity because it is the center of activity and does not have the possibility to understand or do any economic activity and for any sector of productive sectors or service without verification of investment spending . And the national economy of any country is determined by the direction and development or by the size of investment spending and trends, so the increase in investment spending will lead to increase the level of employment and reduced unemployment.
Therefore, This study comes to shed light on the problem of unemployment and the possibility of treatment through increased investment spending.
