شهد العقد الأخير من عالمنا العربي بروز مفاهيم ومبادئ جديدة في التنمية ,تم ترويجها بشكل واسع من خلال العديد من المنابرالدولية المرتبطة بالعمولة,والتي كان أبرزها مفاهيم(دولة القانون, الشفافية, المحاسبة, الديمقراطية),ومشاركة المواطن ومؤسسات المجتمع المدني في صنع القراروفي التغيير الأجتماعي,وليس هناك شكَ أن كل هذه الظروف والعناصرقدوضعت المنظمات الغير حكومية أمام أدوار وتحديات جديدة لم تكن مهيأه لها بالشكل الكافي,وهذا من جانب ومن الجانب الأخر فأن الدراسة والبحث في مجال منظمات المجتمع المدني في الوطن العربي, لم تعطي العناية والرعاية التي تستحقها, للعديد من الأسباب والتي أبرزها حداثة تنظيم هذه المنظمات, ومسألة شرعية هذا القطاع وأستقلاليته ،وعلى هذا الأساس أقتصربحثي على أحد مؤسسات المجتمع المدني في العراق وهي (مؤسسة العين للرعاية الأجتماعية).

The last decade of our Arab world has witnessed the emergence of new concepts and principles in development, which have been widely promoted through many international platforms related to commission, the most prominent of which are the concepts of (the rule of law, transparency, accountability, democracy), and the participation of citizens and civil society institutions in decision-making and in social change. There is no doubt that all these conditions and elements have placed NGOs in front of new roles and challenges that were not sufficiently prepared for them, and this on one side and on the other side, the study and research in the field of civil society organizations in the Arab world did not give the care and care they deserve, for many The reasons, highlighted by the modernity of the organization of these organizations, and the issue of the legitimacy and independence of this sector, and on this basis my research was limited to one of the civil society institutions in Iraq, namely (Al-Ain Foundation for Social Care).
