تبحث الدراسة بمسألة حساسة بحقل العلاقات الدولية وهي مسألة اللاجئين ومدى فاعلية كل من وسائل منظمات المجتمع الدولي والهيئات العالمية في إدارة هذه الأزمة. خاصة بان للنزوح القسري من الوطن العربي واليه وضمنه تاريخا طويلا، وتعددت
الأسباب في القرنين العشرين والحادي والعشرين، التي تتضمن المفاعيل الاستعمارية الاستيطانية، كما في حالة طرد الفلسطينيين من أرضهم، وسياقات مرحلة ما بعد الاستعمار مثل اللاجئين الصحراوين الأكراد، والحرب الأهلية مثل ألاجئين السورين وأوضاع الصراع وما بعد الصراع مثل اللاجئين العراقيين. وللتعرف على مدى دور المنظمات والهيئات في حل هذه المسألة، تطرح الدراسة الإشكال التالي: ما مدى جدية وسعي المجتمع الدولي والمنظمات الدولية في إيجاد حل قانوني فعلي لملف اللاجئين الفلسطينيين والسوريين؟ وتكمن أهمية موضوع اللاجئين الفلسطينيين كونها من القضايا التي لم تحل للان بالرغم من وجود قوانين دولية تحمي اللاجئ وتفرض عودته إلى ارض وطنه إلا أن هذا لا يطبق على اللاجئ الفلسطيني بالأخص. إضافة الى ان مسالة اللاجئين السورين وما تحمله من تعقيدات أمنية عند الغرب وعدم قدرتهم على إيجاد حل لها مع احتدام الأزمة داخل سوريا هذا ما يقودنا لمحاولة فهم هاته القضية وفك ميكانزماتها. بالمقاربة المنهجية المتمثلة في المنهج التاريخي و المقاربة النيوليبرالية و مقاربة الأمن الإنساني. وفي هذه المقاربات توصلت الدراسة الى أن تدخل المنظمات الدولية اقتصر في قضايا اللجوء لكلا الدولتين على العمل الإغاثي تتمحور في تقديم المساعدات الإنسانية عبر المنظمات غبر الحكومية أو الدول المستقبلة والتي بدورها تعاني عجزا اقتصاديا تجاه مواطنيها.

The study examines a sensitive issue in the field of international relations , namely the issue of refugees and the effectiveness of both the ways of the international society organizations and the global bodies in the management of this crisis . Especially there is a long history of the forced displacement from , to and within the Arab world . The causes of forced displacement in the twentieth and twenty-first centuries varied and included colonial experiences as in the case of Palestinians expelled from their territory, postcolonial contexts such as Sahrawi and Kurdish refugees , civil war (Lebanese refugees), and conflict and post -conflict situations (Iraqi refugees ). To identify the extent of the role of organizations and bodies in resolving this issue , the study raises the following question : How is the seriousness and the pursuit of the international community and international organizations to find a real and legal solution to the file of Palestinian and syrian refugees? The importance of the Palestinian refugees issue being one of the unresolved issues until now , despite there are international laws that protect the refugee and imposes his return to his homeland , but this doesn’t apply to the Palestinian refugee particularly . In addition to the Syrian refugees issue and their attendant security complexities in the West and their inability to find a solution with the intensification of crisis in Syria and this is what leads us trying to understand this issue and solve its details. approach methodology of the historical method and approach of neoliberalism and human security approach.
The study concluded that the intervention of international organizations was limited in asylum issues to both countries on relief work which focus on the provision of humanitarian aid through the non-governmental organizations or receiving countries which in turn suffer economically deficit towards its citizens.
