تستعرض هذه الدراسة الاسلوب النقدي في وصف الجانب الاداري عند المؤرخين المصريين في القرن التاسع الهجري كاتب الانشاء انموذجاً؛ نظرا لأهمية وخطورة هذا الديوان فقد كان متوليه يختار من بين ارفع الناس طبقة، ومن الذين يتصفون بالمروءة والحشمة، ويتمتعون بمستوى علمي وفني ولغوي جيد، فضلاً عن معرفته بآيات الكتاب العزيز وأحاديث الرسول الكريم (h) وان يكون عارفا بسير الخلفاء والملوك ملما بتواريخ الأمم.
واتبع الباحث منهج بيان الجانب الايجابي اي ابراز الحنكة الادارية عند كاتب الانشاء وانعكاساتها السلوكي في التعامل مع افراد المجتمع، فضلا عن بيان الجانب السلبي من فساد اداري المتفشي في مرافق الدولة، اذ أصبحت المناصب تباع وتشترى من قبل أصحاب الأموال وليس لمن يمتلك المؤهلات الإدارية التي بموجبها يكون أهلا لتسلم زمام هذه المناصب.

This study reviews the critical approach in describing the administrative aspect of the Egyptian historians in the ninth century AH. The writer of the construction is a model. Due to the importance and seriousness of this office, he chose to choose from among the highest class people and those who are characterized by integrity and decency and enjoy a good scientific, technical and linguistic level, The verses of the Noble Book and the hadiths of the Holy Prophet (pbuh), and to be familiar with the course of the caliphs and kings, familiar with the dates of the nations.
This study was divided into three axes, which dealt with the first axis: the importance of the Construction Bureau, in the administration of governance and administration, being aware of the hidden things of the Kingdom, which may be hidden from the Sultan, while the second theme: criticism of positive qualities, The emergence of administrative wisdom of most of the book of construction, and finally dealt in the third axis: criticism of negative qualities, and the subsequent weakness of the career.
