هناك جدل علمي بين مختلف العلماء والباحثين حول إشكالية مستقبل البشرية في عصر ما بعد التكنولوجيـا، ومـا
حمله من ظـواهر هـددت الأمـن الأسـري وا تمعـي، ممـا يسـتدعي ضـرورة عقلنـة اسـتخدام التكنولوجيـا وفـق قواعـد وأسـس
سـليمة لجعــل الفـرد عنصــرا فعـالا في مجتمعــه. لقـد بــرز مفهــوم المواطنـة الرقميــة الـذي يحمــل في دلالاتـه الالتــزام بالنظــام
والقـوانين في هـذا الفضـاء الرقمـي واستشـعار الرقابـة الذاتيـة لتحقيـق الـترابط والعـيش المشـترك لأبنـاء الـوطن الواحـد، وهـو مـا
يعــزز متطلبــات الرأسمــال الاجتمــاعي، هــذا الأخــير يــدل علــى الجوانــب الايجابيــة للحيــاة البشــرية مــن: جــودة العلاقــات
الاجتماعية، توفر قيم ومعايير تمكن الأفراد من تقبل الآخر وجعل الثقة هي معادلة الحياة، وعليه يمكن استخدام المواطنة
الرقميـة مـن بـاب توطيـد متغـيرات هـذا الرأسمـال، هـذا هـو الهـدف الرئيسـي الـذي يسـعى اليـه هـذا المقـال، بالاعتمـاد علـى
المنهج الوصفي التحليلي واستقراء التراث النظري و الدراسات السابقة حول هذا الموضوع.

الملخص الانجليزي
The debate on the future of humanity in the post-technology age has been
subject to controversy among scholars and researchers due to related phenomena
that threaten family and societal security. This creates a need to rationalize the use
of technology according to some sound rules and foundations that can make the
individual an effective element in his community.
The concept of digital citizenship implies adherence to regulations and laws of
the digital space and the sense of self-control to achieve cohesion and coexistence
for people of the same nation. This reinforces the requirements of social capital.
This latter indicates the positive aspects of human life such as the quality of
social relations, the availability of values and standards that enable individuals to
accept the other and trust the equation of life .Hence, digital citizenship can be
used to strengthen the variables of this capital This is the main objective pursued
by this article, drawing on the descriptive and analytical approach, the
extrapolation of theoretical heritage and previous studies on the subject. Keywords: Digital citizenship, social capital, trust, digital access, virtual
