إنتقلت النزاعات المسلحة في تسعينيات القرن الماضي من حروب بين الدول، إلى نزاعات داخل حدود الدولة الواحدة، ولم تعد تجري الحروب الحديثة داخل ساحات القتال فحسب، بل يستعر أُتونها داخل المدن والقرى على أيدي قوات غير محترفة في أغلب الاحيان، ولغرض تحقيق أهداف سياسية وإقتصادية وأيديولوجية للأطراف المتنازعة داخلياً، تفجرها في الغالب نزاعات دينية وعرقية تعيشها شعوب تلك البلدان.
وفي العراق فإن النزاعات، ولاسّيما بعد العاشر من حزيران عام 2014 واحتلال التنظيمات الارهابية لمدن وقرى عديدة، أتت على كل شيء، فقتلت وهجرت الإنسان، ودمرت بناه التحتية ورأس مـاله المجتمعي (المدارس، المستشفيات، الطرق والجسور والسدود، المحطات والمطـارات)، ناهيك عن تدمير بناه الفوقية (التشريعات والأنظمة والقوانين)، والإطـار الأكبـر لهـا هـو مؤسسات الدولة ألتي حكمت عمل البنى التحتية، ونتيجة لذلك أصبح أكثر من (90%) من ضحايا حروب اليوم هم المدنيون في المجتمعات المتأثرة بالنزاع، مع شبه انهيار كامل للبنى التحتية، ترافق ذلك مع ازمة غير مسبوقة في حركة السكان، نتيجة التهجير القسري للمواطنين جراء الحروب.
وفي كل الأحوال، وبعد أن وضعت النزاعات أوزارها، يتطلع المجتمع في المناطق العراقية المُحَررة لمرحلة ما بعد إنتكاسة عام 2014، إلى بدء مرحلة جديدة من البناء والتأهيل، وإعادة الوضع إلى ما كان عليه سابقاً، عبر سياسات لإعادة تأهيل تلك المجتمعات على المستويات كافة، وإستخدامها كفرصة لإعادة تنظيم الدولة والمجتمع المتضررين جراء النزاع.
ويتم ذلك عبر تسوية سياسية شاملة تنجز المصالحة المجتمعية وتعزز الوحدة الوطنية، ومعالجة الخلل في بعض المواد الدستورية وصولاً إلى ايجاد نظام انتخابي ملائم، واعادة تأهيل وتطوير الاجهزة الامنية، وإعادة توطين النازحين وتأمين مقومات الحياة الاساس لهم، وصولاً الى تحقيق الاندماج المجتمعي، وإعادة اعمار البنى التحتية في المناطق المحررة، والحد من الفساد المستشري في البلاد، و العمل على نشر ثقافة السلام بين أفراد المجتمع عبر سياسات تربوية لإرساء ثقافة اللاعنف داخل المجتمع.

Modern warfare is no longer only fought on the battlefields, but it is raging in towns and villages at the hands of often unprofessional forces and for the purpose of achieving political, economic and ideological goals To internal conflict parties, are often triggered by religious and ethnic conflicts experienced by the peoples of those countries.
In Iraq, the conflicts, especially after 10 June 2014, and the occupation of the terrorist organizations of many cities and villages, came to everything, killing and abandoning man, destroying his infrastructure and social capital (schools, hospitals, roads, bridges, dams, stations and airports), (90%) of the victims of today's wars are civilians in communities affected by the conflict, with almost a complete collapse of the infrastructure, accompanied by a An unprecedented crisis in the movement of the population, as a result of forced displacement of citizens as a result of war.
In any case, after the conflicts have ended, the community in the liberated Iraqi areas looks forward to the post-2014 setback, to start a new phase of construction and rehabilitation, and to restore the situation to what it once was, through policies to rehabilitate these communities at all levels and use them As an opportunity to reorganize the state and society affected by the conflict.
This is achieved through a comprehensive political settlement that achieves community reconciliation, strengthens national unity, addresses the imbalance in some constitutional articles, and leads to the creation of an appropriate electoral system, rehabilitation and development of the security services, resettlement of displaced persons and securing the basic elements of life. To reduce corruption in the country, and to promote the culture of peace among the members of society through educational policies to establish a culture of nonviolence within society.
