تحتل ظاهرة الجريمة اهتماما واسعا في حقل العلوم الاجتماعية، كما تمثل هذه الظاهرة تحديا كبيرا أمام الحكومات وصناع القرار، باعتبارها عائقا في وجه التنمية الاقتصادية والاجتماعية والسياسية والثقافية، وسببا رئيسيا في عديد المشاكل الاجتماعية.
تعتبر ظاهرة الجريمة من الظواهر متعددة الأبعاد نظرا لمسبباتها ودوافعها المختلفة، ويعتبر الفقر من أهم الأسباب والدوافع لارتكاب الجرائم، وقد ظهر في السنوات الأخيرة اهتمام متزايد بقضايا مكافحة الفقر في الوطن العربي كأحد الاستراتيجيات للحد من تزايد أشكال الجرائم. وتحاول هذه المداخلة إيجاد الأسباب والدوافع التي تؤدي بالأفراد والمؤسسات إلى ارتكاب الجرائم بأنواعها وممارسة السلوك الانحرافي، وفقا للمفاهيم الاقتصادية والاجتماعية لظاهرة الفقر في الوطن العربي.

The phenomenon of crime occupies a large extent of the social science literature and represents an important issue for planners and decision makers as an obstacle to political, social and economic development and as a major cause for many social problems.
Crime is a multidimensional phenomenon caused by a plurality of factors. Poverty is one of the main factors; in recent years there has been a growing interest on poverty reduction in Arab world as an important instrument to fight crime increment in the region. This paper tries to find the causes of crime between the economic and social concepts of poverty in Arab world.
This study is divided into an introduction, a theoretical, conceptual and methodological entry, two chapters and conclusions.
The first chapter introduces the general context of the Arab states. And the economic, political, social and cultural charctiristics of Arabic societies
In another hand, the study examines the effects of poverty, unemployment, social exclusion, .and the weakness of basic needs on crime increment.
