يعتبر السلوك الإجرامي من أخطر السلوكيات التي تهدد المجتمعات في أمنهـــا واستقرارها ، فهو يتضمن تهديدات للأخــلاق و القــيم و التقــاليد والآمــان الاجتماعي. ونظراً للآثار الوخيمة و الخطيرة التي تنجم عن السلوك الإجرامي، فقد أصبح محل اهتمام خاص من قبل العديد من الأكاديميين السيكولوجييــــــن والاجتماعيين والسياسيين و رجال القانون و الأمن، حيث توجهت جهودهم نحو دراسة الظاهرة الإجراميــة بالأساليب العلمــية الموضوعيـة بغية تحديد عواملــها و أبعادها الرئيسية ، فضلا عن وضع التدابير الوقائية و العلاجية التي تقلل من أخطارها و عواقبها.
وتعد الخدمات التأهيلية إحدى التدابير و الإجراءات الأساسية التي يعتمد عليها في عمليات العلاج و التأهيل للمجرمين وللمحيطين بهم وخاصة أسرة هؤلاء المجرمين لما لها من دور فعال في مساعدة المجرم وأسرته في التغلب على مشاكله النفسية و الاجتماعية ، بالإضافة إلى تزويده بالأساليب الناجعة التي تعيد توازنه و تحقق تكيفه الشخصي و الاجتماعي.
و مما لاشك فيه هو أن الانحراف بمختلف أشكاله يعتبر خروجا عن المعايير الاجتماعية المتعارف عليها، مما يجعل من ظاهرة الانحراف كظاهرة اجتماعية محل رفض ومعارضة من قبل المجتمع وأفراده، والواقع أن شدة هذا الرفض من قبل المجتمع هذا أو ذاك تبقى عملية متفاوتة ومتباينة حسب طبيعة المجتمع، وآليات الضبط المعتمدة فيه.
كما تعد ظاهرة الانحراف ظاهرة اجتماعية وقانونية، تتضافر العديد من العلوم والفنون لأجل فهمها، وتفسيرها، وإيجاد الحلول لمواجهتها ، والتحكم فيها، ذلك أن السلوك الانحرافي أو الفعل الإجرامي ما هو إلا عدوان على الحقوق، وانتهاك للقيم والأخلاق الاجتماعية الثابتة، وهو أيضا انتهاك للقيم والآداب، وعدوانا على الأشخاص والأموال والممتلكات، مما يجعل من الانحراف ظاهرة سلبية لها آثار خطيرة على أمن الفرد وسلامة المجتمع، خصوصا إذا عرفت لواقعها استفحالا، وانتشارا في مختلف جوانب الحياة، مما يجعل من هذه الظاهرة بيئة خصبة للدراسة والمعالجة، ومكانة تأخذ طابع التميز في البحث لدى الكثير من الدارسين، وفي مختلف العلوم والفنون، خصوصا من رجال القانون والنفس والاجتماع والتربية.
لما تتضافر هذه العلوم كلها من اجل فهم ظاهرة الانحراف أو تفسير الفعل الإجرامي والوقوف على محركاته، فإنه وبلا شك سنكون أمام تناولات عدة، تجعل من الدراسة والبحث آلية مثلى لإرساء منهجية علمية في التعامل مع الظاهرة، ومقابلتها برد فعل اجتماعي منطقي وعقلاني، مبني على أسس علمية، ومنهجية واقعية، ذلك أنه في أي مجتمع من المجتمعات لما يحدث وأن يرتكب شخص ما فعلا مخالفا للضوابط الاجتماعية المتعارف عليها داخل ذلك المجتمع، يقابله رد فعل قد يطلق عليه عقابا أو إصلاحا، أو حتى علاجا، حسب طبيعة الفعل المرتكب، والضرر الناجم عليه، ومن منظور البيئة المرتكب فيها الفعل.
