إن الاستثمار في الثروة البشرية مقياس حقيقي لتقدم الأمم وحضارتها,لأن الإنسان هو العنصر الرئيسي لأي نشاط سواء كان نشاطًا اقتصاديًا أو اجتماعيًا أو تربويًا أو ثقافيًا أو حتى سياسيًا. لذا تسعى جميع دول العالم على اختلاف أنظمتها لتأهيل أفرادها, وإن كانت تختلف في مستوى ذلك التأهيل حسب البعد التنموي الاقتصادي للدول إلا أن الهدف العام البعيد المدى ينطوي على إيجاد ثروة بشرية مفيدة لمجتمعاتها.
هذا فيما يتعلق بتأهيل أفراد المجتمع العاديين. ولكن ماذا عن الأفراد ذوي القدرات الفكرية والعملية العالية الذين يطلق عليهم "الموهوبون"والذين تقودهم قدراتهم إلى التفكير والإنجازات الابتكارية،وفي هذا الأمر يتفق أغلب علماء النفس والتربية على أن المواهب في مجالات الحياة المختلفة تتكون بفعل الظروف البيئية التي تقوم بتوجيه الفرد إلى استثمار ما لديه من ذكاء, فإذا هيأت الظروف البيئية التي يعيش فيها الفرد فرص ممارسة نشاط معين بحيث تؤدي هذه الممارسة إلى ما كان يرنو إليه الفرد من إشباعات, فإن ذلك يجعله يستمـر في ممارسـة النشاط مستثمرًا ما لديه من ذكاء, وإذا كان الفرد ذا ذكاء مرتفع وقدرات عالية فإنه سيصل إلى مستوى أداء مرتفع, وبذلك يصبح صاحب موهبة في المجال الذي يمارسه ،في حين قد يفقد أو يتسرب كثير من الموهوبين لعدم حصولهم على التأهيل المناسب.
ويتضح من ذلك أن الموهبة المنتجة للتفكير والأعمال الابتكارية التي تسهم في تطوير المجتمع وتقدمه مشروطة برعاية أصحاب تلك القدرات من الموهوبين. وأن الظروف البيئية والعوامل التربوية من أسرة ومدرسة وثقافة مسئولة عن تنمية المواهب ورعايتها, وتوجيهها نحو الابتكار والإبداع.
وقد شهد العقد الأخير من القرن الحالي حركة واسعة تدعو إلى تنشيط الاهتمام بالموهوبين والمبدعين، وتركز على ضرورة الكشف عنهم وتشخيصهم في سن مبكرة، كما تلح على ضرورة توفير المناهج والمقررات والبرامج التربوية التي تلبي احتياجاتهم، وفي إيجاد البني والهياكل المؤسسية القادرة على إدارة هذه الأنشطة والحفاظ على استمراريتها وتعظيم دور الأسرة فى اكتشاف ورعاية أطفالها الموهوبين وقد نجحت هذه الحركة، بأبعادها الاجتماعية والاقتصادية والسياسية والتربوية، في تحريك الاهتمام بالموهبة والإبداع في بلدان العالم المتقدمة.
