سعت الدول الاوربية في تنفيذ مخططها لاقتسام أملاك الدولة العثمانية الى اتباع طرق وأساليب مختلفة منها النعرات والفتن الطائفية والقومية ولاسيما بين العرب والأتراك، مما أدى الى تشكيل أحزاب وجمعيات سياسية، وفي عام 1908 استولى على الحكم في الدولة العثمانية جمعية الاتحاد والترقي والتي قامت بدورها باتباع سياسة التمييز ضد العرب في مختلف مؤسسات الدولة، كما أرسلوا ولاة اتراك الى الأقاليم العربية، وقد أدى تعصب الاتحاديين ضد العرب الى قيامهم بتشكيل أحزاب وجمعيات تدعو الى الإصلاح وتطبيق مبدأ اللامركزية الإدارية مع بقائها تحت الحكم العثماني.
ونتيجة لسياسة التتريك أخذت الحركات القومية وعلى رأسها الحركة القومية العربية تدعو الى التخلص من السيطرة العثمانية وانشاء دولة عربية مستقلة عن الدولة العثمانية، وهو رد فعل طبيعي لسياسة التتريك التي اتبعها الاتحاديون تجاه العرب مما أدى الى تشكيل الجمعيات والأحزاب السرية والعلنية التي دعت الى التخلص من السيطرة العثمانية.
