يعتبر قطاع المؤسسات الصغيرة والمتوسطة قطاعا هاما في الاقتصاد الوطني إذ يساهم في تحقيق ناتج داخلي خام وقيمة مضافة خارج المحروقات بالإضافة إلى امتصاص معدل البطالة، إلا أنه لا يزال يعاني من عدة مشاكل وصعوبات تعيق أداءه ومستقبله وذلك نظرا لنقص خبرته وضعف تأهيله وهذا ما جعل ضرورة الاهتمام بتأهيل محيطه الداخلي والخارجي لجعله قادرا على المنافسة المحلية والدولية في ظل الانفتاح والعولمة ومن خلال وضع عدة برامج وطنية وأجنبية للتأهيل.

The small and medium enterprises sector is considered an important sector in the national economy, as it contributes to achieving a raw internal product and an added value outside of fuels in addition to absorbing the unemployment rate, but it still suffers from several problems and difficulties that hinder its performance and future due to its lack of experience and poor qualification and this is what made the need for attention By rehabilitating its internal and external surroundings to make it able to compete locally and internationally in light of openness and globalization, and by setting up several national and foreign rehabilitation programs.
