الملخص العربي
تهدف هذه الدراسة إلى اختباردور إعادة هندسة العمليات كأحد أبرز الأساليب الإدارية الحديثة في اكتساب الأسبقيات التنافسية، و قد أجريت على عينة من أهم املؤسسات الجزائرية وفي أهم القطاعات(قطاع الطحن)، وتوصلت الدراسة إلى جملة من النتائج أهمها أنه توجد عالقة ارتباط إيجابية وأثر ذو داللة إحصائية لكل بعد من أبعاد إعادة هندسة العمليات (البعد اإلجرائي، البشري والتكنولوجي) في اكتساب األسبقيات التنافسية (تحسين مستوى الجودة، تشجيع اإلبداع، السيطرة على التكاليف، التحكم في عامل الوقت، وتحقيق املرونة في الفعل ورد الفعل اتجاه األحداث)،
و جاءت على إثرها مجموعة من التوصيات واالقتراحات اإلجرائيةالتي تستدعي في مجملها ضرورة تطبيق مؤسسات قطاع الطحن ألسلوب إعادة هندسة العمليات اإلدارية بهدف اكتساب واحدة أو أكثر من األسبقيات التنافسية كمصادر استراتيجية تحقق لها التفوق على منافسيها وتضمن لها البقاء واالستمراريةفي ظل انفتاح األسواق الجزائرية على املنافسة األجنبية، وتفتح أمامها مجاالت أوسع القتحا األسواق العاملية والتنافس فيها بكفاءة

This study aims to test the role of re-engineering processes as one of the most modern
administrative methods in obtaining competitive precedents. It was conducted on a sample of the most
important Algerian institutions and in the most important sectors (milling sector). The study reached a number
of results, The most important of which is that there is a positive correlation relationship and statistically
significant effect for each dimension of process re-engineering (procedural dimension, human and
technological) in acquiring competitive precedents (improving quality, encouraging creativity, controlling
costs, controlling time factor, and achieving flexibility in action and reaction to events). It was followed by a
set of recommendations and procedural proposals that call for the application of grinding industry institutions
of the re-engineering process of administrative in order to acquire one or more of the competitive priorities
as strategic sources to achieve superiority over their competitors and ensure their survival and continuity in
light of the opening of Algerian markets to foreign competition and open up wider fields to penetrate and
compete effectively in international markets
