استهدفت الدراسة قضية في غاية الأهمية في الاقتصاد العراقي والمتمثلة بالتحديات التي تواجه صناع القرارات السياسية والاقتصادية في دعم واحياء الصناعة العراقية. وقد تصدت الدراسة الى تحليل واقع الدعم اللوجستي الحكومي لرواد الاعمال واليات احتضان مشاريعهم الريادية الصغيرة في ظل التحديات الحالية منها البيئية و/او الاقتصادية التي تحول دون فاعلية هذه المشاريع في دعم واسناد الاقتصاد الوطني. اعتمدت الدراسة استبانة مكونة من أربعة محاور (مظلة التشريعات، مظلة السياسات الاقتصادية، مظلة الدعم المالي، ومظلة الخدمات الاستشارية والنصح)، تضمنت عشرين سؤالا تعكس التحديات التي تواجه ثقافة ريادة الاعمال ورواد المشاريع الريادية الصغيرة. وتم سحب عينة عشوائية بسيطة على وفق قاعدة ال (100) مشاهدة من مجتمع البحث المتعلق برواد الاعمال التي تقع مشاريعهم الريادية تحت مظلة مديرية التنمية الصناعية في وزارة الصناعة والبنك المركزي العراقي. وقد اشارت نتائج الدراسة الاستطلاعية الى ان فاعلية المشاريع الريادية الصغيرة في دعم الصناعة الوطنية لا تتحقق الا بتكامل اليات احتضان هذه المشاريع مع الدعم اللوجستي الحكومي بهدف استدامة نموها وفاعليتها في الاقتصاد العراقي.

The study targeted a critical issue in the Iraqi economy, represented by the challenges
facing political and economic decision-makers in supporting the Iraqi industry. The study
analyzed the government logistical support for entrepreneurs and the mechanisms for
incubating their small entrepreneurial projects in light of the current challenges
(environmental, economic) that prevent the effectiveness of these projects in supporting the
national economy.
A questionnaire was designed to the five-point Likert scale and covered four areas
(legislation, the economic policies, the financial support, and the advisory services). The
questionnaire included twenty questions that reflect the challenges facing the entrepreneurship
and the entrepreneurs of small entrepreneurship.
A simple random sample was drawn based on the rule of (100) observations from the
community of entrepreneurs whose entrepreneurial projects fall under the Industrial
Development Directorate at the Ministry of Industry and the Central Bank of Iraq. The survey
results indicated the small entrepreneurial projects effectively supporting the national industry
could achieve by integrating the incubate mechanisms of these projects with government
logistical support to sustain their growth and effectiveness in the Iraqi economy.
