ان التعليم الالكتروني يتضمن مجموعة استخدامات لتسهيل عملية التدريس والتعليم، وهذه الاستخدامات تتنوع من وسائل تكنلوجية بسيطة الى وسائل اكثر تعقيداً او تقدما بما يتيح فرصة التعليم للمتعلم في أي مكان واي زمان وفقا لقدراتهم الخاصة ووفقا لسرعاتهم في التعليم.
لقد أصبحت تكنولوجيا الاتصالات تحتل مكانة الصدارة بين العلوم الأخرى، ولقد أخذت تطبيقاتها المتمثلة في استخدام الحاسب الآلي یشمل المجالات العلمية والتربوية والاقتصادية والصناعية والتجارية والطبية والترفيهية والفضاء وغيرها من المجالات، وذلك لأنها تحقق وظيفتين أساسيتين هامتين فهي أولاً: توسع إمكانية الوصول إلى أية معلومة، ومجال استخدامها الفاعل في حل المسألة، وثانياً: بمقدورها أن تصبح وسيلة نشطة لتنمية قدرات الفرد، وفي هذا السياق بالذات یفرد للتربية دوراً جديدا تماماً؛ لأنه مع عصر تكنولوجيا الاتصالات وتطبيقاتها المتمثلة في الحاسب الآلي یتسع نطاق إمكانيات إيجاد حلول للعدید من القضایا الهامة في مجال التعليم والتعلم، آما ظهرت أنماط جديدة من التعليم وتطورت وسائله وأدواته ومن هذه التطبيقات التعليم الإلكتروني، وترجع اهمية البحث الى معرفة الصعوبات والمشكلات التي تواجه مواد التاريخ في التعليم الالكتروني، ما يخص المعلم والمتعلم في آن واحد.
