تمثل المعاهدات الدولية وعلى اختلاف أنواعها وأشكالها وموضوعاتها، مدخل مهم لتنظيم القضايا المختلفة والمشكلات المتعددة التي تلجأ اليها الدول من اجل إيجاد تنظيم قانوني مناسب لها، وتعتبر المعاهدات الدولية حجر الزاوية للقانون الدولي العام، والركن الأبرز للقانون الدولي الاتفاقي، ونظراً لأهمية ما يتضمنه موضوع المعاهدات الدولية من إشكاليات وتعقيدات ومظاهر مختلفة تتعلق بالبناء التنظيمي والهيكلي الأساسي للمعاهدات الدولية، نجد أن الأمم المتحدة ومن خلال لجنة القانون الدولي والجمعية العامة انجزت الوثيقة الدولية الأهم في اطار تنظيم المعاهدات الدولية من خلال المؤتمر الدبلوماسي الذي عقد في فينا وانتهى إلى إقرار اتفاقية فينا لقانون المعاهدات الدولية لسنة 1969 والتي تعتبر الدستور الأهم والأبرز في مجال تنظيم الأثار القانونية للمعاهدات وتحديد آليات عقد المعاهدات وآليات انتهائها وكافة المسائل المتعلقة بها، وأصبحت الدول تتعامل مع هذه الاتفاقية باعتبارها الاتفاقية الدولية الشارعة الأبرز في هذا الاطار، وتعتبر اتفاقية الاطار الاستراتيجي لعلاقات الصداقة والتعاون بين العراق والولايات المتحدة الأمريكية واحدة من الاتفاقيات الدولية التي تحكم بمقتضى النظام القانوني الذي أقرته الدول بموجبة اتفاقية فينا لقانون المعاهدات لسنة 1969 وتخضع للقواعد القانونية المقررة فيها.

International treaties, with their various types, forms and topics, represent an important entry point for organizing the various issues and multiple problems that countries resort to in order to find an appropriate legal organization for them. International treaties are considered the cornerstone of public international law and the most prominent pillar of consensual international law, given the importance of what is included in the subject of international treaties. Of the various problems, complexities and aspects related to the basic organizational and structural structure of international treaties, we find that the United Nations, through the International Law Commission and the General Assembly, completed the most important international document within the framework of regulating international treaties through the diplomatic conference held in Vienna.It ended with the adoption of the Vienna Convention on the Law of International Treaties of 1969, which is considered the most important and prominent constitution in the field of regulating the legal effects of treaties and defining the mechanisms for concluding treaties, the mechanisms for their termination and all matters related to them. States have begun to deal with this agreement as the most prominent legitimate international agreement in this framework, and the framework agreement is considered The strategy for friendly relations and cooperation between Iraq and the United States of America is one of the international agreements that are governed according to the legal system approved by states pursuant to the Vienna Convention on the Law of Treaties of 1969 and subject to the legal rules established therein.
