تبنت كبرى الجامعات الغربية مُقاربة الحوكمة الجامعية لتحقيق اهدافها. ولعل اول الاهداف توسيع نطاق المشاركة لكافة اطراف الاسرة الجامعية ضمن مختلف مراحل عملية صنع القرارات لتحقيق ديموقراطية الحياة الجامعية مروراً بتجسيد مضامين الادارة الرشيدة للموارد المالية والمادية والبشرية المحدودة وصولاً الى تحقيق متطلبات جودة التعليم العالي بوصفها من القضايا الاستراتيجية التي لا يمكن تجاهلها أو التغاضي عنها, فلقد أصبح تحسين جودة التعليم هدفاً مهماً واستراتيجياً لكل الجامعات التي تتطلع إلى تحقيق الريادة والتميز.
وبما ان الجامعات تتفاعل مع مجتمعاتها عبر علاقات تبادلية وعلى نحوٍ خاص ضمن شبكة القيمة الخاصة بها في ضوء حقيقة مفادها انه يَصعُب على أية جامعة وبغض النظر عن قدراتها الاعتماد كلياً على مواردها الخاصة لمواكبة متطلبات سلسلة القيمة جميعها، بالتالي على الجامعات الهادفة الى تحقيق متطلبات جودة التعليم العمل مع الاطراف ذات العلاقة بها لتشكيل شبكة قيمة الجامعات التي يتم عبرها توزيع وتوجيه وتبادل الموارد باستمرار للوصول الى الاهداف الاستراتيجية.
وعلى وفق ما تقدم تَهدف الدراسة إلى تشخيص طبيعة العلاقة والاثر التتابعي لحوكمة الجامعات في تحقيق متطلبات جودة التعليم العالي من خلال توافر مضامين شبكة القيمة الخاصة بالجامعات ، والتعرف على أثر حوكمة الجامعات وشبكة القيمة الخاصة بالجامعات مُجتمعةً في دعم توجهات المنظمات المبحوثة في تحقيق متطلبات جودة التعليم العالي.
وللإجابة عن هذه التساؤلات تمّ اختيار كلية الادارة والاقتصاد في جامعة الفلوجة و كلية الادارة والاقتصاد وكلية القانون في جامعة الكتاب ميداناً للدراسة، ومصدراً للحصول على البيانات التي جُمعت بالاستبانة الموزعة على عينة البحث والبالغ عددها ( 74)، أُستَرد منها (58)، وقد اعتمدت الدراسة الحالية لتحقيق أهدافها والتوصل إلى إجابات لمشكلة الدراسة المنهج الوصفي التحليلي، الذي تضمن استخدام أدوات بحثية مُتعددة مثل المقابلات مع المبحوثين واعتماد استمارة الاستبانة لجمع البيانات المطلوبة بهدف تحليلها للتوصل إلى نتائج الدراسة في جانبيها النظري والعملي.
استناداً إلى طبيعة البحث ومضامين فرضياته، تم اعتماد التقانات الميسرة في البرنامج الإحصائي (SPSS-Ver24) لكل من (الأوساط الحسابية، الانحرافات المعيارية، معاملات الارتباط)، فضلاً عن اعتماد تحليل المسار (Path Analysis) لمعرفة التأـثيرات المباشرة وغير المباشرة بين متغيرات البحث.
من أهم النتائج التي توصل إليها البحث وجود اثر ذو دلالة إحصائية لحوكمة الجامعات على تحقيق متطلبات جودة التعليم العالي، ووجود أثر ذو دلالة إحصائية لحوكمة الجامعات على تحقيق متطلبات جودة التعليم العالي بوجود شبكة قيمة الجامعات كمتغير وسيط. واستناداً إلى ذلك تمت الإشارة إلى بعض المقترحات المتعلقة بضرورة إدراك الجامعات لأهمية الاستفادة من التجارب الناجحة في تطبيق حوكمة الجامعات، والتركيز على الخصائص الرئيسة لشبكات القيمة ومحاولة تطويرها، ومواكبة الأدوار الجديدة التي تقدمها حوكمة الجمعات على مستوى تحقيق متطلبات جودة التعليم العالي.

Abstract
The major Western universities adoption the approach of university governance to achieve their goals. The first objective is to expand the participation domain of all members of the university in the various stages of the decision-making process to achieve the democracy of university life through the embodiment of the Good governance of the limited financial, material and human resources to achieve the requirements of the quality of higher education as a strategic issue, Which can not be ignored or overlooked it. Improving the quality of education has become an important and strategic goal for all Universities looking forward to leadership and excellence. As universities interact with their communities through reciprocal relationships, especially within their own value network, in light of the fact that it is difficult for any university, regardless of its ability to rely totally on its own resources to meet the requirements of the whole value chain, Consequently universities aiming to achieve quality education requirements must work with related parties to form a network of valuable universities through which the distribution, direction and exchange of resources will be made to achieve strategic goals.
The aim of the study is to determine the nature of the relationship and the successive effect of university governance in achieving the requirements of quality of higher education through the availability of the contents of the value network of universities and to identify the impact of university governance and the value network of universities combined in supporting the organizations in achieving the quality requirements of higher education .to answer these questions, Was selected the College of Administration and Economics at Fallujah University and the of College Administration and Economics and the College of Law at the Al Kitab University were selected as a field of study and a source of the data collected by the questionnaire distributed among the (64) research sample (58) questionnaire was retrieved. In order to achieve its objectives and to reach answers to the problem of study descriptive analytical approach, which included the use of multiple research tools such as interviews with respondents and the adoption of the questionnaire to collect the data required to analyze the results of the study in both theoretical and practical aspects. based on the nature of the research and the implications of its hypotheses, were adopted facilitated techniques SPSS-Ver24 Statistical Program for both, (means, standard deviations, correlation coefficients), as well as (Path Analysis) to identify direct and indirect effects between search variables.
The most important results of the research were a statistically significant effect of university governance on achieving the quality requirements of higher education, and a statistically significant effect of university governance on achieving higher quality education requirements with the value network of universities as an intermediate variable. Based on this, some suggestions were made regarding Universities should recognize the importance of benefiting from successful experiences in the application of university governance, focusing on the main characteristics of the value networks and trying to develop them, and keeping pace with the new roles offered by the university governance of the communities to achieve the quality requirements of higher education.
