الملخص العربي
تعد الصناعات الصغيرة إحدى أهم القطاعات الاقتصادية الرئيسة, لما لها دور مهم في الإنتاج والتشغيل وزيادة الدخل والابتكار للحصول على الخبرات والمهارات الفنية والتنظيمية والإدارية لتحقيق الأهداف الاقتصادية والاجتماعية للتنمية المستدامة.
وجاءت الدراسة على مستوى محافظة القادسية والتي اتسمت بغناها بالموارد الطبيعية والتي أسهمت في استقطاب النشاطات الصناعية وكان للصناعات الصغيرة نصيبا كبير منها ، فكان اجمال الصناعات الصغيرة في المحافظة (1409) منشأة ،إما التوزيع الجغرافي المكاني للمنشآت قد امتدت مكانياً على مساحة واسعة في اقضية ونواحي المحافظة وعلى اطراف المدن واصلا للريف ،اذ انها كانت موزعة بين الاقضية والنواحي ،فجاء قضاء الديوانية بأعلى مجموع والذي بلغ (706) منشأة وبنسبة(50.1 %)، ومن ثم الشامية بأجمالي (357) منشأة وبنسبة (25.3%)، وبعدها بالمرتبة الثالثة قضاء الحمزة بمجموع (187) وبنسبة (13.3%) ،وبالمرتبة الاخيرة قضاء عفك بمجموع (159) وبنسبة (11.3%) ، اما من حيث الفروع الصناعية فقد احتلت الصناعات الانشائية المرتبة الاولى من حيث العدد الاجمالي بعدد (411) منشأة وبنسبة (29.2%)، ومن ثم اصناعات الغذائية بأجمالي (374) منشأة وبنسبة (26.5%)،والمرتبة الثالثة النسيجية بأجمالي (220) منشأة وبنسبة (15.6%) ،وتأتي الصناعات الاخرى تباعاً .
تساعد الصناعات الصغيرة في تحقيق التوازن التنموي بين الريف والحضر ، فالتوزيع الجغرافي للصناعات الصغيرة في المحافظة بين اقضيتها ونواحيها يعطيها بعدا ليكون كيان منظم مستقل بذاته يعتمد على الاستثمارات القليلة وتتيح فرصا للعمالة ليكون ضمن الحلول الأساسية من حيث استيعاب الأيدي العاملة والتي غالبا ما تكون محلية رخيصة، فضلا عن اعتمادها في الغالب على مدخلات محلية وتكون موجهة نحو خدمة أسواق محلية صغيرة، ولذلك تمثل الصناعات الصغيرة قاطرة التنمية المستدامة.
وهنا تأتي أهمية هذه الدراسة في ظل التحديات الراهنة، اذ اصبح تحقيق الجوانب الهامة من التنمية المستدامة بجميع مجالاتها الاقتصادية والاجتماعية والبيئية أهمية قصوى فيما لو مدت يد العون اليها ، وخاصة ما يتعلق بتوفير الحماية لها من المنافسة غير العادلة من السلع المستوردة، وتوفير احتياجها لمصادر الطاقة المختلفة والتسهيلات المصرفية وخدمات البنى التحتية. وأوضحت الدراسة ايضا أهمية الصناعات الصغيرة في محافظة القادسية بالرغم من قلة الموارد وعدم وجود دعم حكومي لتلك الصناعات لتأخذ دورها في الحد من الاعتماد على المنتوجات المستوردة ولتساهم في حل المشاكل الاقتصادية كالبطالة وتوفير وارد اقتصادي وفي تحقيق التنمية المستدامة.

Small industries are one of the most important major economic sectors, as they have an important role in production and employment, increasing income and innovation to obtain technical, organizational and administrative expertise and skills to achieve economic and social goals for sustainable development.
The study came at the level of Qadisiyah governorate, which was rich in natural resources, which contributed to attracting industrial activities, and small industries had a large share of them, so the total of small industries in the governorate (1409) was a facility, either geospatial distribution of the facilities spatially spread over a wide area in the districts and areas of the province And on the outskirts of the cities and a link to the countryside, as it was distributed between the districts and districts, so the district of Diwaniya came with the highest total which reached (706) establishments at a rate of (50.1%), and then Shamiya with a total of (357) establishments at a rate of (25.3%), and then at the third rank the Hamza district With a total of (187) with a percentage of (13.3%), and in the last rank, Afak district has a total of (159) with a percentage of (11.3%). As for the industrial branches, construction industries occupied the first rank in terms of the total number of (411) establishments and with a rate of (29.2%), Then the food industries with a total of (374) establishments at a rate of (26.5%), and the third textile rank with a total of (220) establishments at a rate of (15.6%), and the other industries follow, respectively.
Small industries assist in achieving the development balance between rural and urban areas. The geographical distribution of small industries in the governorate between their districts and their aspects gives them a dimension to be a self-regulating, independent entity that depends on few investments and provides opportunities for employment to be among the basic solutions in terms of absorbing the labor force which is often local cheap. In addition to relying mostly on local inputs and directed towards serving small local markets, small industries are therefore the driving force of sustainable development.
Here the importance of the study comes in light of the current challenges. The achievement of the important aspects of sustainable development in all its economic, social and environmental fields has become of the utmost importance if it extends a helping hand to it, especially with regard to providing protection from unfair competition from imported goods, and providing its need for different energy sources and banking facilities And infrastructure services. The study also clarified the importance of small industries in Qadisiyah province, despite the lack of resources and the lack of government support for these industries to take their role in reducing dependence on imported products and contribute to solving economic problems such as unemployment and the provision of economic imports and in achieving sustainable development.
