يمثل العلم والبحث العلمي وتطبيقاته- بكل نواحيها - دوراً مهماً في تطور ورفاهية المجتمعات، ويمكن اعتبار إجراء البحوث العلمية مقياساً لتقدم الدول ونموها الاجتماعي والاقتصادي والتقني، وهذا يجعلها تتفوق عسكرياً وتكثر مساهماتها الثقافية والعلمية في الحضارة الإنسانية.
