ان التطورات السريعة في تطبيقات تكنولوجيا المعلومات ساعدت على تنامي
القدرات المؤسسية في مجال الرقمنة ، كما انها فتحت المجال لتبني برامج وتطبيقات
الحوكمة الالكترونية ، التي تهدف الى تحسين الاداء المؤسسي في القطاعات العامة
والخاصة ، ورغبة في المؤسسات الحكومية العراقية للافادة من تطبيقات تكنولوجيا
المعلومات في تيسير سبل التعاملات الادارية وتبسيط اجراءات انجاز معاملات
المواطنين، انتهجت هذه المؤسسات استراتيجية تطوير تطبيقات الحوكمة الالكترونية.
ان بناء بوابات الحوكمة الالكترونية في العراق سيكون له انعكاسات ايجابية على
تنظيم العمل الاداري ، وبناء جسور من التواصل بين المجتمع والحكومة فض ً لا عن
اهمية هذه الخطوة في تطوير المفاهيم المجتمعية بأهمية تطبيقات تكنولوجيا
المعلومات ومدى اسهامها في تبسيط اجراءات التعاملات الادارية والمصرفية . لذا
فأن من الاهمية بمكان ان تكون تجارب التطبيق مثمرة وتعطي مردود ايجابي يسهم
في تغير النمط التقليدي السائد في انجاز التعاملات الادارية. ولعل واحدة من اهم
ايجابيات الحوكمة الالكترونية، تكمن في قدرتها على توفير مستوى عالي من
الشفافية وتحد من ظاهرة الفساد الاداري الناتج أص ً لا من الاتصال المباشر بين
المواطن والموظف المسؤول عن انجاز المعاملات.
يتناول البحث مبادئ الحوكمة الالكترونية واهميتها ويسلط الضوء على نظم
الحوكمة واليات تطبيقها للشركات ، وابراز اهمية تطبيق مفهوم الحوكمة للشركات
العاملة في البيئة الاقتصادية في محافظة البصرة ، عاصمة العراق الاقتصادية ،
وتصميم بوابة الكترونية لحوكمة الشركات العاملة في المحافظة وحماية موقع هذه
وبناء اجراءات أمنية ومنع مهاجمة الموقع فض ً لا .htaccess البوابة باستخدام ملف

The rapid developments in information technology
applications helped the growing institutional capacity in the
field of digitization, as it opened the way for the adoption of
programs and applications e-governance, which aims to
improve institutional performance in the public and private
sectors, and a desire Iraqi governmental institutions to
benefit from the application of information technology in
facilitating ways transactions and simplify administrative
procedures completed transactions of citizens, has pursued

positive impact on the organization of administrative work,
