بعد التقرير الذي قدمته اللجنة الوطنية لإصلاح المنظومة التربوية الخاص بالجانب الجامعي من تكوين الطالب تبين أن النظام الحالي المستعمل في التدريس يحتوي على اختلالات كبيرة أصبحت تتراكم عبر السنوات ، و هذا لعدم استجابة هذه المنظومة الجامعيــة للـتــــحــــــديـــــات الــتــي يــفــــــــرضــــهــــا الـــــتــــــطــــور الســـريـــــع فـــــي مــــجـــــالات الـــعــــلــــــوم و الـــتــــكــــنولوجيات و الاقتـــصــــاد و الإعـــلام و الاتـــصــــــال و عـــــدم تــلــبــيــتــهـــا لاحـتــيــاجــــات المحيط الاجتماعي و الاقتصادي ، و كذا عدم التواكب و الديناميكية المتسارعة في عصر العولمة و الانترنيت و عصر التكنولوجيا المتطورة ، إذ كان لا بد من إيجاد نظام بديـل فيه من المواصفات ما يـــؤهــــلـــــه لأن يـــلــبـــي احــتــــيــــاجـــات الطالب الجامعي في هـذا العصـر تمـاشيـا و احتياجات الدولة و المجتمع في كل الجوانب ، و سنحاول من خلال هذا المقال أن نلقي نظرة على نظام (ل.م.د) في بعض الدول الأجنبية و العربيـة ، ثـم نشـرح خصائص و معطيات هذا النظام في الجزائر سواء من الناحية التنظيمية أو فيما يتعلق بتوجيه و إرشاد الطلبة انطلاقا من لحظة دخولهم للجامعة بعد التحصل على شهادة البكالوريا إلى غاية بداية الحياة المهنية و الممارسة الميدانية للتكوين النظري .
