الملخص- بصدور المرسوم رقم 672-11-2 في 27 من محرم 1433 (23 ديسمبر 2011) في شأن إحداث وتنظيم المراكز الجهوية لمهن التربية والتكوين، عرفت هذه المراكز طفرة نوعية على درب الارتقاء والاستقلالية، إن على مستوى الحكامة والتنظيم أو على مستوى التكوين وإعداد الأطر التربوية و الإدارية التي ستحمل مشعل التدريس والتدبير. غير أن إصدار هذا المرسوم لم تصاحبه الإجراءات القانونية والتنظيمية المطلوبة لتسريع تفعيله وتنزيله على أرض الواقع. حيث كان لزاما انتظار سنة 2016 قصد تعيين وتسمية المديرين الجهويين ببعض المراكز، خصوصا بعد إصدار قرار وزير التربية الوطنية والتكوين المهني رقم 551.16 بتاريخ 02 فبراير 2016 في شأن تحديد المقرات الرئيسية للمراكز الجهوية لمهن التربية و التكوين و مقرات فروعها الإقليمية.
وإذا كان هذا التأخر مبررا بالتأخر المسجل في تنزيل ورش الجهوية المتقدمة، الذي جعل من التقطيع الترابي المغربي اثنتي عشرة جهة عوض الستة عشرة، فإن المتغيرات الكثيرة التي عرفها قطاع التربية والتكوين تدفع إلى القول بأن المراكز الجهوية باعتبارها مؤسسات للتعليم العالي غير تابعة للجامعات بموجب القانون 01.00 يلزمها أن تتحيز داخل الهرم الإداري والتربوي محددة وضعها بين التبعية للأكاديميات الجهوية للتربية والتكوين أو الاستقلال عنها وتلعب الدور المنوط بها، تنظيرا وممارسة، من حيث تأهيل الموارد البشرية، والنهوض بالبحث العلمي، وتحمل مسؤولية التجديد في كل ما يرتبط بالتربية والتكوين.
ولبسط مختلف جوانب هذا الموضوع، سنعالجه من خلال محورين اثنين:
المحور الأول: مظاهر استقلالية وتبعية المراكز الجهوية؛
المحور الثاني: دور المراكز الجهوية في ظل نظام الوظيفة العمومية الجهوية.

Abstract — With the promulgation of Decree No° 2-11-672 on Muharram 27, 1433 (December
23rd, 2011) concerning the creation and organization of regional centers for education and
training careers, these centers have known a huge leap on the path of progress and independence at the level of governance and organization and at the level of training and
preparation of the educational and administrative staff that will carry the torch of education
and management. However, the promulgation of this decree was not accompanied by the legal
and regulatory procedures required to accelerate its installation. It was necessary to wait for the
year 2016 in order to appoint and nominate regional directors in some centers, especially after
the promulgation of Order No° 16. 551 , of the Minister of National Education and Vocational
Training, on February 02nd, 2016 delimitating the headquarters of the regional centers of
education and training careers and the headquarters of their provincial sections.
In fact, this delay was justified by the delay of launching the project of advanced regionalization,
which made the Moroccan territorial division twelve regions rather than sixteen. The changes
that the education and training sector has known lead one to say that the regional centers are
institutions of higher education not affiliated to universities according to the law 01.00. These
centers must find a place within the administrative and educational hierarchy, either under the
supervision of the regional academies of education and training or in to be independent in
playing the role entrusted to them in terms of theory and practice as well as in terms of
qualifying human resources, promoting scientific research, and taking responsibility for renewal
in relation to what concerns education and training.
