ينقصنا في الوطن العربي وأغلب عالمنا الإسلامي إستيعاب مفهوم الإستراتيجية .. In the Arab world and most of our Islamic world, we lack understanding of the concept of strategy. بعد دراسة 18 حالة في التخطيط الإستراتيجي الدولي في دولنا في العالمين العربي والإسلامي وعمل إستقصاء على مستوى إقليمي محدد (أعيد ثلاثة مرات -1993 – 1999 – 2007) كانت النتائج صادمة ومن مستوى متواضع إلى مستوى أكثر تواضع على أفضل تقدير . إتضح أن مستوى القمة الإداري في الأجهزة التنفيذية ليست مؤهلة لهذا البعد من التخطيط وأهم الأسباب التي أدت إلى ذلك غياب الإعداد لهذا المفهوم لا على مستوى التعليمي الأولي ولا الأكاديمي وللأسف الشديد إقتصر فقط في مجال الأعمال وبالضرورة المشاريع التي إرتبطت بمفهوم إدارية غربية المنشأ .. لذا حاولت التركيز على زرع وتأصيل المفهوم الإستراتيجي في كافة المجالات التدريبية التي قمت بتدريسها أو المشاريع التي شاركت فيها كإستشاري أو تشرفت بقيادة فرق إستشارية لتصميمها أو تنفيذها أملا في تخطي السلوكيات والمفاهيم المعوقة والمتوارثة في في بيئتنا التعليمية وقطاع الأعمال والقطاعات التنفيذية على مستوى الدول. After studying 18 cases in international strategic planning in our Arab and Islamic countries and conducting a survey at a specific regional level (repeated three times in 1993-99-2007), the results were shocking and modest to a more modest level at the best evaluation. The level of administrative summit in the executive bodies is not qualified for this dimension of planning and the most important reasons that led to this lack of preparation for this concept, neither at the level of primary education nor academic one, and unfortunately very limited only in the field of business and necessarily projects linked to the Western Management Concept .. So I tried Focus on Implementing and Rooting the Strategic Concept in all the training areas I have taught or the projects that I participated in as a consultant or have been led by advisory teams to design or implement in the hope of overcoming the behaviors and concepts that are handicapped and inherited in our educational environment, the business sector and the executive sectors at the state level.
