البيان الختامي للمحفل العلمي الدولي الثامن
الحمدُ للهِ الذي علّم بالقلم، علَّم الانسانَ ما لم يعلم، والصلاةُ والسَّلامُ على رسولهِ المبعوثِ رحمةً للأمم، وعلى آلهِ وصحبه وبعد:
على الرَّغم من استمرارِ أجواءِ تقييدِ الحركةِ بين الدًّول بسبب جائحة كورونا كوفيد – 19، عقدت منصة أريد للعلماء والخبراء والباحثين الناطقين بالعربية محفلها العلمي الدولي الثامن الموسوم بـ"العلم والمسؤولية المجتمعية" على مدى خمسة أيام متتالية (15- 19يونيو – حزيران 2021) عبر الإنترنت، شارك فيه 1840 من الباحثين والخبراء والأكاديميين الناطقين بالعربية على امتدادِ العالم بأسره .
وتضمَّن المحفلُ العديد من الفعاليات العلمية، وفي مقدمتها تسعة مؤتمرات علمية دولية وهي: المؤتمرُ الدوليُّ السادس للمخطوطات والوثائق التاريخية، والمؤتمرُ الدَّوليُّ الثامن للاتجاهات الحديثة في العُلوم الإنسانية والاجتماعية واللغوية والأدبية، والمؤتمرُ الدَّوليُّ الثامن للاتجاهات المتقدمة في الدراسات الإسلامية، والمؤتمرُ الدَّوليُّ الثامن للاتجاهات الحديثة في العلوم التطبيقية، والمؤتمرُ الدَّوليُّ الثامن للتنمية المُستدامة، والمؤتمرُ الدَّوليُّ الثالث لقياسات المعلومات والمعرفة: بين النظرية والتطبيق، والمؤتمر الدولي الثالث للإعلام الرقميّ وصناعة الوعي الجماهيريّ بالتعاون مع جمعية البصيرة للبحوث والتنمية الإعلامية، والمؤتمر الدوليّ الثالث لتطبيقات الذكاء الاصطناعيّ في العلوم المتنوعة، ألقيت فيها نحو (94) بحثا علميا توزعت على (14) جلسة بحثية بخاصية القاعات المتوازية، فضلا عن عقد (11) محاضرة، و(5) ندوات علمية، حيث ستقوم المنصة بنشر البحوثُ المميزةُ التي يتم اختيارها بعد انتهاءِ الجلسات البحثية لمؤتمرات المحفل في مجلات علمية مصنفة في سكوبس و ISI، وبعضها في مجلات منصة أريد الدولية المحكمة.
وتألفت الأمانة العامة للمحفل في ماليزيا من رئيس جامعة السلطان زين العابدين أ.د حسن بن بصري، وفي العراق من رئيس الجامعة العراقية أ.د علي صالح حسين،وفي تركيا من جامعة يلدريم بايزيد ا.د.يعقوب شوقي جيولك وا.د. يوسف عبدالله محمد عضو الأمانة العامة لمنصة أريد (سلطنة عُمان)، كما ضمَّ المحفلُ طيفًا واسعًا من ضيوف الشرف، من دولٍ متعددة توزعوا بين رؤساء جامعات، ومساعديهم، وعمداء كليات وعدد من الشخصيات العلمية المرموقة، ورؤساء عدد من المؤسسات الإعلامية المعروفة .
ولا يسع المنصة بأمانتها العامة، ومجلس إدارتها، ولجانها الفاعلة في ختام هذا المحفل الكبير؛ إلا أن تُثني باحترامٍ وتقديرٍ عاليين للجهود الطيبة التي بذلتها الجامعات الراعية، ولا سيما رؤساء هذه الجامعات، والجهات الراعية، ورؤساء المؤتمرات والجلسات، والباحثين والمحاضرين في الندوات والمحاضرات، والهيئات الاستشارية والتنسيقية والتنفيذية، والكادر الفني والتقني ، التي أسهمت بإنجاح هذه التظاهرة العلمية الكبيرة التي نفذت بالتواصل عن بُعد إلكترونيا.
وفي ضوء هذه الفعاليات العلمية، خرج المشاركون في هذا المحفل بالنتائج والتوصيات الآتية:
1. تجديدُ الاحترام والتوقير للملاكات الطبية والصحية في كل دول العالم، وإلى جميع العلماء والباحثين الذين أسهموا في إيجاد لقاح ضد فايروس كورونا (كوفيد -19)؛ُ لإنقاذ البشرية من خطر هذا الوباء.
2. إصدارُ كتاب تعريفيّ يضم وقائع المحفل العلميّ الدوليّ الثامن بنسختين مطبوعة وإلكترونية.
3. مخاطبةُ الجامعات الناطقة باللغة العربية بمخرجات المحفل للإفادة منها في تطوير الحركة العلمية وعلاج مشكلات المجتمع المعاصر.
4. زيادةُ الاهتمام بالقضايا المجتمعية في فعاليات المؤتمرات الإنسانية في المحافل العلمية.
5. حثُّ القائمين على وسائل الإعلام والتواصل الاجتماعيّ والمتعاملين معها على استشعار المسؤولية المجتمعية في بناء المحتوى والنشر .
6. التواصلُ الفعَّال مع الجامعات لدعم مشاريع المجاميع البحثية للارتقاء بالبحوث البينية خدمة لمجتمعاتنا.
7. ترسيخُ قيمة المسؤولية المجتمعية لدى الباحثين لأجل تعزيز أثرها في مخرجات البحث العلميّ.
8. السعيُ الجاد إلى إنشاء مؤسسة مالية تُعنى بالوقف العلميّ ، وترفد صندوق (منابت لدعم التنمية العلمية) لدعم المشاريع العلمية لمنصة أريد، وذلك من أجل الارتقاء بالحركة العلمية، والعناية بالعلماء والباحثين.
9. الدعوةُ إلى اعتماد معامل التواصل العلمي C-Index (الذي اطلقته منصة أريد)، الخاص بالأبحاث المكتوبة باللغة العربية لتحرير الهُوِيَّة العلمية من التبعية، واعتماده في تصنيف الجامعات التواصلية.
10. تثمينُ الخطواتِ التي اتخذتها عددٌ من الجامعات في اعتماد مجلات منصة أريد الدولية، وحثُّ بقية الجامعات على تبني مثل هذه الخطوات لفائدة حركة البحث العلمي.
11- مواكبةُ الجامعات العربية للتعليم وفقا لمتطلبات التحول الرقميّ، والتخطيطُ لمواجهة تحديات تطبيق التعليم الإلكتروني في ظلِّ جائحة كورونا.
12- حثُّ الجامعات العربية على زيادة الاهتمام بصناعة النشر العلميِّ، ولاسيما الرقميّ، وترصينِ المنهجية البحثية من أجل إثراء الاقتصاد المعرفيّ، والارتقاءِ بالإبداع العلميِّ، وتنميةِ الموارد البشرية، وتعزيزِ تنوِّعِ مصادرِ الدَّخلِ القوميّ.
13- استعدادُ منصة أريد للتعاون مع المؤسسات المعنية بالبحث العلميّ على تنظيم دورات تدريبية بهدف تحسين عمليات البحث والنشر العلميّ باللغة العربية.
14- الاهتمامُ بمجال الذكاء الاصطناعيّ، والتحول الرقميّ، لتطوير المجتمعات وترشيد الموارد .
15- زيادةُ الوعي بحاجة مجتمعاتنا العلمية إلى العناية بالمستودعات الرقمية، وهي خدمةٌ تُسهلُ مشاركةَ المعلوماتِ لتوظيفها في تجويدِ حركةِ البحث العلميّ والأرشفة.
16- تطويرُ مُحرِّكات بحثٍ ذكية، تتعامل مع مُحتوى المستودعات الرقمية باللغة العربية، وتقومُ باسترجاع المعلومات العلمية والتقنية المتاحة في بيئة الوصول الحرّ باللغة العربية.
17- تشجيعُ الباحثين على زيادة الاهتمام بالمخطوطات، والوثائق التاريخية العربية والإسلامية في المجالات كافة تحقيقاً ودراسة.
18- توجيهُ الباحثين إلى تصميم بحوث علمية، تهتم بدراسة التراث الإسلاميّ، ومناهج العلماء فيه، وإبراز القيمة المعرفية التي أضافوها إلى الحضارة الإنسانية بمختلف مجالاتها.
19- تنميةُ مهاراتِ المعلمين والمُدربين والاساتذة لتدريس المواد بطريقة تفاعلية عبر تقنية الإنفوجرافيك التفاعليّ، وتصميم المواقع التعليمية التفاعلية.
20- تأليفُ كتبٍ مُتخصصةٍ في تعليمِ العربيةِ لكلِّ لغةٍ من اللغاتِ من أجلِ تجسيرِ الهوةِ بين المنظومتين: العربيـةِ، وغير العربية عن طريقِ التواصلِ الثقافيّ، والتدافعِ الحضاريّ.
21- إيجادُ مراكزَ بحثيةٍ في الجامعاتِ لتطويرِ مناهجَ جديدة في مجالِي "الانسانيات الرقمية" والعلومِ الإنسانيةِ الصحيةِ بوصفهما مجالين علميين حديثين.
24- لتعزيزِ المسؤوليةِ المجتمعيةِ، ولإعدادِ أجيال علمية وفق منظومة القيم الأصيلة، يدعو المشاركون في المحفل إلى الآتي:
- إنشاء مِنصة إلكترونية لتنمية قدرات الأرامل، وتعزيز دورهن في بناء المجتمع.
- إنشاء مِنصة (أبناء العلماء) تُعنى بتنمية القدرات العلمية لأبناء الخبراء والباحثين.
- إصدار نشرة (روافد أُريد)، تتضمن تلخيصًا لنتائج البحوث العلمية المنشورة في مجلات أريد العلمية الدولية لزيادة الوعي المجتمعيّ بالمستجدات العلمية ونشر ثقافة العلم للجميع.
- دراسة مشروع استحداث مجلة أريد الدولية للفنون والتصميم الداخليّ.
21 – يوصي المشاركون في هذا المحفل بالاتي:
- عقدِ المؤتمر العلميّ الأول لتطوير الجامعات في شهر (ايلول- سبتمبر) 2021.
- عقدِ مؤتمر علميّ في ريادة الاعمال وتطوير المهارات في القرن الحادي والعشرين.
- إصدار كتاب عن الإنجازات العلمية لأعضاء منصة أريد في ظل جائحة كورونا.
- إصدارِ كتاب بعنوان (سبيكة أريد) لأفضل بحوث قٌدِّمت في المحافل السابقة.
- تنظيمِ ورشة عمل عن تجربة تنظيم المحفل العلميّ الدوليّ.
- استحداثِ قسم جديد ضمن منصة اريد تحت عنوان (التحول الرقمي).
- انفتاحِ مِنصة أريد على مؤسسات اقتصادية وإعلامية عربية لتبادل الخبرات والأبحاث.
- نوصي الجامعاتِ بتعزيز التواصل مع مِنصة أريد لتطوير قدرات الباحثين فيها، ومواكبة المستجدات العلمية، والارتقاء بفعالياتها ونشاطاتها ومجلاتها الدولية.

وفي الختام نتوجه بخالص الدعاء إلى الباري -عزَّ وجلَّ- أن يحفظَ العبادَ من سيء الأسقام، ومن شرِّ وباء كورونا، وأن يدفعَه عنهم برحمته ولطفه، وأن يتغمدَ برحمته الواسعة ضحايا هذا الوباء، وأن يكتبَ الشفاءَ العاجلَ للمصابين، وأن يجعلَ من اللقاحاتِ سببًا للسيطرة عليه، إنه ولي ذلك، والقادر عليه، ونلتقيكم باذن الله تعالى في المحفل العلميِّ الدوليِّ التاسع يوم الخميس 11/11/2021م الموافق 6 ربيع الثاني 1443هـ.

Closing Statement
All praise is due to Allah, the Lord who taught by the pen, taught man what he never knew, may the blessing and peace of Allah be upon whom was send as a mercy to the worlds, our Prophet Muhammad, on his family and all his companions.
Hereafter,
Notwithstanding the restrictive laws of the individuals’ movements in most countries due to The Covid-19 pandemic, Arid Scientific platform held its 8th international scientific forum, which titled “science and social responsibility”, over five consecutive days (15-19 June - June 2021) online. Where over 1840 Arabic-speaking researchers, experts and academics had been participated from all over the world.
The forum had included many scientific activities as follow:

14 parallel sessions
11 scientific lectures and,
5 Scientific symposiums
The Secretaries-general of the 8th forum in Malaysia consisted of:
The President of Sultan Zain al-Abidin University, Prof. Dr Hassan bin Basri, in Iraq, the president of the Iraqi University Prof. Ali Saleh Hussein, Prof. Dr Yaqoub Shawki Geulik, in Turkey from Yildirim Bayezid University. Additionally, honourable guests from various countries had joined the forum, such as the university presidents, their assistants, deans of colleges, several prominent scientific personalities, and heads of several well-known media institutions.
The participants in the “science and social responsibility” forum came up with the following conclusions and recommendations:
- Renewing respect and reverence for all medical and health faculties in overworld countries, and all the scientists and researchers who contributed to finding a Covid-19 vaccine, to save humanity from this dangerous epidemic.
- Issuing an introductory book that includes the event details of the 8th International Scientific Forum in both printed and electronic copies.
- Addressing the Arabic-speaking universities with the outputs of the forum to benefit from it in developing the scientific movement and solving the problems of contemporary society.
- Raising interest in societal issues in the activities of humanitarian conferences in scientific forums.
- Urging the content creators in media and social media platforms and users to sense social responsibility in building their content and publishing.
- Enhancing effective communication with universities to support research group projects to advance interdisciplinary research to serve our societies.
- Consolidating the value of social responsibility among researchers to enhance its impact on the outputs of scientific research.
- Establishing financial institution concerned with the scientific endowment, and providing funds, to support Arid platform’s scientific projects, in the interest of promoting the scientific movement and caring for scientists and researchers.
- Adopting (Scholarly communication index), which introduced by ARID in the ranking of communicative universities registered in ARID.
- We value the steps that have been taken by some universities to accredit and recognized Arid International Scientific journals. We urge the rest of the universities to follow suit.
- Escorting Arabic universities with the requirements of digital transformation and planning, to meet the challenges of applying e-learning considering the Corona pandemic.
- Encouraging Arabic universities to increase their interest in the scientific publishing industry, especially digitally, and consolidating research methodology in favour of enriching the knowledge economy, advancing scientific creativity, developing human resources, and enhancing the diversity of national income sources.
- Inviting institutions which interested in scientific research to organize training courses to improve research and scientific publishing processes in the Arabic language.
- Increasing interest in the field of artificial intelligence and digital transformation to develop societies and rational resources.
- Raising awareness of the need of our scientific societies to take care of digital repositories, which is a service that facilitates sharing information, where can use to amelioration the scientific research and archiving movement.
- Developing intelligent search engines, that deal with the content of digital repositories in the Arabic language and retrieve the available scientific and technical information in the open-access environment in the Arabic language.
- Encouraging researchers to increase interest in Arabic and Islamic historical manuscripts and documents in all fields for investigation and study.
- Directing researchers to design scientific research interested in studying the Islamic heritage, the scholars’ approaches, and highlighting the cognitive value which they added to the human civilization in its various fields.
- Developing teachers’ skills, trainers, and professors, so they interactively teach their subjects through interactive infographic technology and designing interactive educational websites.
- To promote social responsibility and prepare scientific generations following the system of authentic values, the participants in the forum called for the following:
- Establishing a digital platform to develop the capabilities of widows and enhancing their role in building society.
- Establishing a platform (Sons of Scholars SOS) concerned with developing the scientific capabilities of the children of experts and researchers.
- Issuing a newsletter (Rawafd ARID) that includes summaries of the results of scientific research published in ARID international scientific journals, to increase societal awareness of scientific developments and spread the science’s culture for all.
21.The participants in this forum recommend the following:
Ø announcing "The first scientific conference for the development of Arabic universities" to be held on 24-26 September 2021.
Ø Announcing a scientific conference on entrepreneurship and skills development in the twenty-first century to be held on 30-31 October 2021.
Ø Issuing a book on the scientific achievements of the ARID members considering the Corona pandemic.
Ø Issuing a book entitled (Sabekat ARID) for the best research presented in previous forums.
Ø Conducting a workshop about its experience of organizing an international scientific forum.
Ø Creating a new department within ARID platform under the title (Digital Transformation).
Ø Opening “Arid” platform to Arab economic and media institutions to exchange experiences and research.
Ø We recommend universities to enhance their communication with Arid platform, to develop their researchers' abilities. To be updated to the scientific advancements and upgrade its activities and international journals.

In conclusion, we extend our sincere supplication to Allah to protect us from diseases and the Corona epidemic. We ask Allah to rest the lost soul of this pandemic in eternal peace and grant them paradise, speedy recovery for the afflicted, and to make vaccinations a reason to control this pandemic. He is the Guardian of that, and He can do so. We hope to see you at the next international scientific forum on Thursday 11 November 2021.
