تمثلت هذه الأطروحة باعتبارها الدراسة الأولى الأكثر تفصيلا التي تناولت العملية الاستثمارية وأبعادها المكانية بمنظور جغرافي اقتصادي تنموي حيث هدفت هذه الدراسة إلى بحث واقع مناخ العملية الاستثمارية في محافظة ديالى، التي تشكل الجزء الشرقي من وسط العراق ، لتقييم كفاءة التوزيع المكاني للمشاريع الاستثمارية على أقضية محافظة ديالى والمرخصة من قبل هيئة استثمار المحافظة ومدى تطابق هذا التوزيع مع خصائص البنية المكانية لمنطقة الدراسة ,مع تحليل أهم نقاط القوة التي تتمتع بها هذه البنية والتي يجب استثمارها باعتبارها فرص متاحة فضلا عن التعرف على أهم نقاط الضعف التي يجب التخلص او التقليل منها لأنها تمثل التهديدات التي تقف أمام العملية الاستثمارية في المستقبل.
ان مشكلة الدراسة تمثلت بطرح عدة تساؤلات عن أهم المقومات الاقتصادية للبنية المكانية في محافظة ديالى و مدى مساهمة هذه الخصائص والمقومات في خلق مناخ استثماري جاذب لمختلف الاستثمارات و رؤوس الأموال المحلية والأجنبية وما هي المشاريع التي لها الأولوية في تحقيق التنمية المكانية للمحافظة بمختلف أبعادها الاجتماعية والاقتصادية والبيئية , فضلا عن ان الدراسة اشتملت على (81 جدولا ) و ( 42 خريطة ) و ( 65 شكلا بيانيا) ( 11 صور ) و( ملحق واحد ) حيث شكلت بياناتها قاعدة معلومات جغرافية مكانية شاملة توضح خصائص البنية المكانية لكل قضاء من أقضية المحافظة والذي يساهم في إعطاء صورة واضحة لصناع القرار في المحافظة إضافة الى المستثمرين المحليين والأجانب عن ماهية الخريطة الاستثمارية في محافظة ديالى واهم المشاريع التنموية التي يمكن إقامتها فيها .
اما أسلوب و منهجية الدراسة فقد استند على تقصي الحقائق والمعلومات من مصادرها النظرية والدراسة الميدانية ,فضلا عن إتباع المنهج الإحصائي (الكمي) ( مصفوفة تحقيق الأهداف الجغرافية) واستخدام برنامج spss و برنامج Arc gis كأدوات في عرض البيانات و تقيم كفاءة توزيع الاستثمارات المرخصة والفرص المتاحة في محافظة ديالى, بالإضافة الى تحديد أهم السياسات المستقبلية المقترحة وفق أسلوب التحليل الرباعي (SWOT) التي يمكن إتباعها لتوجيه العملية الاستثمارية بشكل يساهم في تنمية البنية المكانية لمحافظة ديالى.

This dissertation is the first of its type to deal with the investment process and its spatial dimensions in geographic, economic and investing perspective as it aimed at studying the reality of investment in Diyala Province, which forms distribution of investment projects in the districts of Diyala Province which are licensed by the Investment Institution in the province as well as the conformity of this distribution with the characteristics of the spatial structure of the study area along with an analysis of the most significant strong points of this structure which ought to be invested as available chances in addition to identifying the most apparent weak points that must be get rid of or decreased as they form threats facing the investment process in the future.
The problem of the study lies in submitting various questions concerning the most important economic factors of the spatial structure in Diyala Province and the level these characteristics and factors contribute in creating an investment environment which is attracting various investments and local and foreign capitals in addition to what are the projects of priority in achieving the spatial improvement of the Province in its different social, economic and environmental dimensions. Moreover, the study comprised (81 tables), (42 maps). (65 figures), (11 pictures) and (one appendix). This information formed a comprehensive geographical-spatial database showing the spatial structure features of each district in the Province which contributes in affording a crystal clear picture to decision makers in the Province as well as local and foreign investors regarding the investment map in Diyala Province and the most important investment projects that might be held in it.
Furthermore, in terms of the methodology of the study, the researcher relied on probing facts and information direct from their theoretical sources and field study in addition to the adoption of the statistical (quantum) approach (the Matrix of Achieving Geographic Aims), the delineation of SPSS and Arc Gis programs as tools in in data exposition, the efficacy of licensed investments distribution and available chances in Diyala Province in addition to specifying the most significant future suggested policies according to the quarto-analysis approach SWOT which can be followed to guide the investment process in a way that is contributing to the improvement of the spatial structure of Diyala Province.
