تسعى هذه الورقة إلى تأكيد كون تحقيق الجودة والاعتماد في التعليم الجامعي؛ إنما يعتمد بشكل كبير على جودة أداء الأستاذ الجامعي، وما يبذله من ممارسات وأنشطة وسلوكيات تهدف في جلها لتحقيق الأهداف المنشودة من التعليم الجامعي، كما أن كل ذلك مرتبط بمدى حصوله على الكفايات والمهارات اللازمة لتحقيق تلك الأهداف، بالتالي هناك حاجة ماسة إلى بناء المعايير الأكاديمية والتربوية للأستاذ الجامعي، وذلك في ظل تزايد حدة مواطن الضعف لدى بعض أعضاء هيئة التدريس، كما بينت الورقة إلى أن معايير الجودة والاعتماد الليبية سعت إلى وضع عدد من المؤشرات لقياس جودة أداء الأستاذ الجامعي، حيث أولت تلك المعايير اهتمام بالممارسات الحميدة الواجب اتباعها من قبل الأساتذة، كما خصصت تلك المعايير محور كامل تحت مسمي محور أعضاء هيئة التدريس والكوادر المساندة، يتضمن مجموعة من الأبعاد والبنود ذات العلاقة بجودة أداء الأستاذ الجامعي، ووضع أيضًا عدد من المؤشرات للتحقق من تطبيق تلك الممارسات، وتبرز الورقة أيضا حاجة جامعة طرابلس إلى إعادة تعريف الأستاذ الجامعي بحيث يتعاطى بشكل جدي مع التغييرات الحاصلة، خاصة فيما يتعلق بمعايير الجودة الأداء، وتقترح الورقة عدد من المقترحات أهمها، العمل على نشر ثقافة الجودة وضمانها بين أعضاء هيئة التدريس، وإعداد دليل عضو هيئة التدريس يوضح حقوق وواجبات ومسؤوليات أعضاء هيئة التدريس، وقيام الجامعة ببناء معايير واضحة ومحددة لاختيار عضو هيئة التدريس، تتضمن السمات الشخصية، والسمات الاجتماعية، والقيادية، والسمات الأكاديمية، والمهارية، كما تدعو الورقة بأنه يجب ألا ينظر إلى تلك المعايير كونها هدف، إنما هي المرشد نحو الولوج إلى التميز، والإبداع، والابتكار، والمنافسة.

The aim of this paper is to emphasize that quality and accreditation in university education depends largely on the quality of the university professor's performance and the practices, activities and behaviors that aim at achieving the goals of university education. In order to achieve these goals, there is an urgent need to build the academic and educational standards of the university professor, in light of the growing vulnerability of some faculty members The paper also pointed out that Libyan standards of quality and accreditation sought to develop a number of indicators to measure the quality of the university professor's performance. These standards gave attention to the good practices to be followed by the professors. They also set a whole axis under the name of faculty members and supporting cadres. A set of dimensions and items related to the quality of the performance of the university professor, and also developed a number of indicators to verify the application of such practices, The paper also highlights the need for the University of Tripoli to redefine the university professor so as to deal seriously with the changes that have occurred, especially with regard to quality standards performance. The paper proposes a number of proposals, the most important of which is to promote the quality culture and ensure it among the faculty members. The rights, duties and responsibilities of faculty members, and the establishment by the university of clear and specific criteria for the selection of faculty members, including personal traits, social and leadership characteristics, academic and skillful characteristics.
