يركز موضوع هذه الورقة على دراسة نموذجًا لواقع الجودة وضمانها في إحدى الجامعات الليبية، وهي جامعة سرت، والبحث والكشف عن صعوبات تطبيق برامج الجودة وضمانها، إضافة إلى محاولة وضع خارطة لتفعيل برامج الجودة وضمانها في الجامعة المذكورة، حيث يمكن أن يستفيد من هذا النموذج عدة أطراف، منها الجامعات الليبية، ووزارة التعليم، والباحثين والمهتمين بقضايا الجودة وضمانها في التعليم الجامعي، كما بينت الورقة العلمية إلى كون أهم التحديات الجديدة للجودة والاعتماد في ليبيا والتي أدت إلى حدوث فجوة واختلال كبير في تطبيق برامج الجودة وضمانها في الجامعات الليبية، هي حالة الحرب سنة 2014م، حيث أدت تلك الحرب إلى وجود حكومتين واحدة في المنطقة الشرقية، والأخرى في المنطقة الغربية، مما نتج عنها أيضًا انشطار الجامعات الليبية ما بين جامعات تتبع حكومة المنطقة الشرقية، وأخرى تتبع حكومة المنطقة الغربية، فأثر ذلك سلبًا على تطبيق برامج الجودة في الجامعات الليبية، خاصة فيما يتعلق بعمليات المتابعة والتقييم لبرامج الجودة وضمانها في الجامعات الليبية، فاتسمت مرحلة ما بعد 2014م بتدني مستوى التطبيق لتلك البرامج، ومع حلول سنة 2015م أصبحت هناك صعوبات أخرى تتمثل في عدم الاستقرار الأمني داخل مدينة سرت، خاصة بعد أن أصبحت المدينة برمتها تحت سيطرة الجماعات المتطرفة، وخلال سنة 2016م أصبحت مباني الجامعة ومرافقها من ضمن ساحات الحرب، حيث تعرضت تلك المباني والمرافق للحرق وللتدمير، كما اضطرت إدارة الجامعة إلى النزوح من مدينة سرت، كما أوضح الورقة أيضًا بأنه للتغلب على التحديات التي تواجه جامعة سرت لابد من قيام وزارة التعليم، ومسؤولي الجامعة، والمجتمع المحلي بمدينة سرت من تحديد إجابات واضحة ومحددة عن التساؤل التالي، وهو : ما الذي تريده من جامعة سرت؟ ويأتي طرح هذه التساؤل في إطار رسم خارطة مستقبلية لما يجب أن تكون عليه الجامعة، كما طرحت الورقة عدد من المقترحات أهمها، استمرار وجود قيادات جامعية واعية بأهمية تفعيل برامج الجودة وضمانها في جامعة سرت، تفعيل دور مجلس أمناء الجامعة، وذلك للقيام بمهامه في متابعة وتقييم أداء رئاسة الجامعة، رصد مبالغ مالية لإعادة بناء مرافق ومباني الجامعة ، تسمية فريق للجودة والاعتماد في الجامعة ، تكون من أهم مهامه وضع الخطط والمعالجات للتحديات التي تواجه الجامعة

The aim of this paper is to study a model of the quality and guarantee of quality in a Libyan university, Sirte University, and to research and uncover the difficulties of implementing quality programs and guarantee them. The paper also pointed out that the most important new challenges to quality and accreditation in Libya, which led to a gap and a significant imbalance in the application of quality programs And ensure it in Libyan universities, The state of war in 2014, where the war led to the existence of two governments in the Eastern Province, and the other in the Western region, which resulted in the collapse of Libyan universities between universities affiliated with the Government of the Eastern Province, and the Western Government followed by the impact on the application of Quality programs in the Libyan universities, especially with regard to the follow-up and evaluation of quality programs and guarantee in the Libyan universities, The post-2014 phase marked the low level of implementation of these programs. By 2015, there were other difficulties in the security instability in Sirte, especially after the entire city became under the control of extremist groups. In 2016, the university buildings and facilities became war zones. , Where these buildings and facilities were burned and destroyed, and the university administration was forced to flee the city of Sirte, The paper also explained that to overcome the challenges facing the University of Sirte, the Ministry of Education, University officials and the community of Sirte must identify clear and specific answers to the following question: What do you want from the University of Sirte?
