تتميز المعرفة من خلال ما يمتلكه الناس من معلومات وقدرتهم على الفهم، لذا فهي ذات أثر عميق في الاقتصاد، واقتصاد المعرفة هو محاولة لفهم الآثار واستثمارها وهو أيضاً محاولة لفهم عملية تراكم المعرفة وتحفيز الناس تجاه الاكتشاف والتعليم، وتمرير ما يتعلمونه إلى الآخرين، وكذلك فإنه تحليل للعمليات العلمية التي تقود إلى اكتشاف تقانات جديدة وتطويرها؛ لذلك تحاول الكثير من الدول التقدم نحو اقتصاد المعرفة من أجل رفع الإنتاجية وابتكار السلع والخدمات الجديدة، ولا شك في أن العراق في أمس الحاجة إلى بناء مجتمع معرفة حقيقي يسهم – باستخدام ما متاح من الإمكانات المادية والبشرية وغيرها – في تطوير الاقتصاد الكلي الحقيقي وزيادة المقدرات المعرفية القادرة على الإبداع والابتكار، بهدف تحقيق النمو والازدهار الاقتصادي.
