ان اختيار عام 1971 بداية لموضوع البحث يعود الى حصول البحرين على الاستقلال في ذلك العام ومن ثم انطلاقها لبناء الدولة الحديثة ،اما توقف البحث في عام 1975 فيعود الى تعثر التجربة البرلمانية ( حل المجلس الوطني ) الذي يعد احد مظاهر الدولة الحديثة. يتطرق البحث في بدايته الى مفهوم الدولة الحديثة والحداثة واثرها في بناء الدولة وما هي مواصفات الدولة الحديثة . كما يتطرق البحث الى خطوات بناء الدولة في البحرين والتي انطلقت منذ عام 1923 بسبب الاصلاحات التي جرت فيها ثم التنظيم السياسي والاداري الذي عملت به البحرين قبل الاستقلال . اذ نظم الجهاز الاداري للدولة ليتماشى مع ما تتطلبه البلاد من تنظيم لغرض مسايرة التطور الذي حصل في الامارة . لا سيما وانها دخلت مرحلة الاستقلال بعد نجاح المفاوضات والوساطات الخاصة بذلك .

The selection of 1971 as the beginning of the research topic is due to the independence of Bahrain in that year and then its start to build the modern state. The research stopped in 1975 due to the stumbling of the parliamentary experiment (dissolution of the National Council), which is one of the manifestations of the modern state. The research begins with the concept of the modern state and modernity and its impact in building the state and what the specifications of the modern state. The study also tackles the steps of building the state in Bahrain, which began in 1923 because of the reforms that took place there and then the political and administrative organization that Bahrain did before independence. As the administrative system of the state was organized to comply with the country's regulation required to keep pace with the development that took place in the emirate. Especially since it has entered the stage of independence after the success of the negotiations and the mediation of it.
