يحتل القطاع الصناعي دوراً هاماً في اقتصاديات جميع دول العالم حيث أن هذا القطاع يعتبر من القطاعات الهامة والتي تساهم مساهمة فعالة في الناتج المحلي الإجمالي، ومن هنا فإن دعم القطاع الصناعي والارتقاء بمستوى الصناعات الموجودة يجب أن يكون من الأهداف الأساسية لأية سياسة تنموية شاملة، لا سيما وأن هذا القطاع له وزن نسبي كبير بين القطاعات الاقتصادية . أن مناقشة مقومات الصناعة التحويلية في محافظة البصرة تعطي الصور الواضحة لما تمتلك هذه المحافظة من عوامل جذب صناعي هامة من موقع جغرافي ,و المواد الأولية , و المياه ، و الوقود و الطاقة , و الأيدي العاملة , و السوق , و الأرض , و السياسة الحكومية , إضافة إلى اقتصاديات الترابط الصناعي . ويحتل قطاع الصناعة التحويلية في البصرة أهمية كبيرة إذ تتوقف إمكانية تحديث ذلك الاقتصاد بجانب كبير منها تطوير هذا القطاع لعدة اعتبارات منها إن التصنيع هو جوهر التنمية و حيث تشكل الصناعة القاعدة المادية- التقنية للاقتصاد العراقي عامةً والبصرة بشكل خاص كونها تقوم بتزويد القطاعات الاقتصادية الأخرى بمستلزمات الإنتاج الأساسية و في إنتاج القسم الأعظم من السلع الاستهلاكية فظلا عن ذلك فان القطاع الصناعي يعد القطاع الرائد في عملية التنمية و حركة التقدم العلمي و التقني لامتلاكه القدرة على تحريك الاقتصاد و انطلاقا من ارتباطاته الأمامية و الخلفية بمجمل قطاعاتهن . وتوصل البحث إلى استنتاج مهم وهو إن دور الصناعة التحويلية في العراق عامةً والبصرة بشكل خاص لم يكن بمستوى الطموح وفقاً لمعايير تطور قيمة الإنتاج، قيمة مستلزمات الإنتاج ، ومساهمته في توليد الناتج المحلي ، ومساهمته في تشغيل العمالة ، وتطور عدد مؤسسات الصناعة التحويلية .
