هدفت الدراسة التعرف إلى الصعوبات التي تواجه الأكاديميين في إعداد البحوث العلمية من وجهة نظر الأكاديميين في جامعتي الخليل والقدس المفتوحة في محافظة الخليل. اتبعت الدراسة المنهج الوصفي التحليلي، وتكون مجتمع الدراسة من الأكاديميين العاملين في جامعتي الخليل والقدس المفتوحة في محافظة الخليل. ولجمع البيانات تم استخدام استبانه مكونة من(23) فقرة، وبلغ حجم العينة الدراسية (62) أكاديمي. أشارت نتائج الدراسة بأن الصعوبات التي تواجه الأكاديميين في إعداد البحوث العلمية كانت مرتفعة بشكل عام. وجاءت مجالات الصعوبات مرتبة حسب الأهمية: (الصعوبات المالية، الصعوبات الإدارية، صعوبات الحصول على المعلومات، صعوبات النشر والتوزيع، صعوبات البيئة الجامعية). كما بينت النتائج عدم قيام الجامعات بتغطية مصاريف الباحث عند مشاركته في المؤتمرات العلمية، وعدم دقة في المعلومات عن موضوع البحث، وتبين قلة الدعم المادي المقدم من الجامعة لتغطية تكاليف البحث العلمي، كما تبين أن الجامعات تتشدد في إيفاد الباحثين لحضور المؤتمرات، وتحدد عدد مرات مشاركة الباحث في الندوات والمؤتمرات العلمية، وتتم مطالبة الباحث المشارك في ندوة أو مؤتمر بتعويض محاضراته، وتبين عدم توفر المراجع والقرطاسية اللازمة للبحث العلمي بشكل كاف، ولا تساهم الجامعات في تكاليف النشر غير المدعوم، ولا توجد معايير واضحة ودقيقة في تقييم البحوث العلمية، وأظهرت النتائج عدم وجود فروق ذات دلالة إحصائية في الصعوبات التي تواجه الأكاديميين في إعداد البحوث العلمية في جامعتي الخليل والقدس المفتوحة تعزى لمتغيرات: الجنس، والرتبة الأكاديمية، والعمر، والجامعة. في حين تبين وجود فروق ذات دلالة إحصائية تعزى لمتغير المؤهل العلمي ولصالح حملة الدكتوراه، ولمتغير سنوات الخدمة ولصالح الأكاديميين الأكثر خبرة الخدمة. وقد خرجت الدراسة بعدد من التوصيات منها: (أن يتم تغطية مصاريف الباحث بشكل كامل، ومنحه المكافآت على مشاركاته البحثية، رصد الأموال للبحث العلمي وللباحثين، وضع سياسات مرنة في إيفاد الباحثين لحضور المؤتمرات مع عدم تحديد عدد مرات المشاركة، تفريغ عضو هيئة التدريس الباحث لإجراء البحوث وعدم مطالبته بتعويض محاضراته، توفير المراجع والقرطاسية اللازمة للبحث العلمي بشكل كاف، مساهمة الجامعات في تكاليف النشر غير المدعوم، إيجاد معايير واضحة ودقيقة في تقييم البحوث العلمية.

The study aimed to identify the difficulties faced academics in the preparation of scientific research from the point of view of academics at Hebron and QOU universities in Hebron. The study population is composed of academics working at Hebron and QOU Universities in Hebron. In order to collect data, a questionnaire was used consisting of (23) paragraphs, and the sample size was (62) academic. The results of the study indicated that the difficulties faced academics in the preparation of scientific research were generally high. Difficulties were ranked by importance: (financial difficulties, administrative difficulties, difficulties in obtaining information, difficulties in publishing and distribution, difficulties in the university environment). The results also showed that universities did not cover the expenses of the researcher when he participated in scientific conferences, And inaccuracy in the information on the subject of the research, The lack of material support provided by the University to cover the costs of scientific research, It was also found that universities are hard to send researchers to attend conferences, and determine the number of times the researcher participated in scientific seminars and conferences, The researcher is asked to participate in a symposium or conference to compensate for his lectures, The lack of references and stationery for scientific research has been found to be insufficient, Universities do not contribute to unsupported publishing costs, There are no clear and precise criteria for assessing scientific research, The results showed no statistically significant differences in the difficulties faced by academics in the preparation of scientific research at Hebron and QOU universities due to variables: gender, academic rank, age, and university. While there were statistically significant differences due to the variable scientific qualification favor for the doctoral campaign, the variable years of service favor for the most experienced academics service. The study came out with a number of recommendations, including: (Cover the researcher's expenses in full, and to give him rewards for his research contributions, Funds for scientific research and for researchers, Develop flexible policies in dispatching researchers to attend conferences, without specifying the number of times of participation, Dump a member of the teaching staff to research and not to claim compensation for his lectures, Provide adequate references and stationery for scientific research, University contribution to unsupported publishing costs, Finding clear and accurate criteria for evaluation of scientific research.
